국문 초록

이 연구는 유로가 출범하는 1999년부터 현재까지 체코와 슬로바키아의 사례를 비교함으로써 중ㆍ동유럽 이행기 경제에서 유럽 화폐통합의 정치를 분석한다. 두 나라는 모두 2004년 유럽연합의 회원국으로 가입했지만 체코는 유로를 도입하지 않았고, 슬로바키아는 비교적 이른 시기인 2009년 거의 곧바로 유로를 채택했다. 이 연구는 시기별로 두 나라의 다양한 변수를 비교하는 방법으로 접근한다. 1999년대 말부터 유럽연합에 가입하는 첫 번째 시기에 특기할 만한 사항은 두 나라 모두 기존 환율제도의 위기를 맞았지만 같은 경험에서 서로 다른 정책적 교훈을 도출해 냈다는 점이다. 체코는 변동 환율제를 통한 자율적 화폐 정책이 필요하다는 결론을 내린 반면, 슬로바키아는 변동 환율제가 불안한 제도이며 여기서 빨리 탈피해 다시 안정적 고정환율제로 가야한다는 결론을 얻었다. 슬로바키아는 EU 가입 1차 대상국에서 제외됨으로서 강한 위기의식을 갖게 되었고, 따라서 유럽통합에 적극 동참하려는 필요성을 인식했기 때문이다. 이런 차이는 두 번째 시기에도 연결되어 나타난다. 2004년 두 나라는 함께 유럽연합에 가입하는데 성공하였다. 슬로바키아는 유럽통합에서 소외되지 않는 것이 마치 국가의 목표이기라도 한 듯 곧바로 유로 가입을 추진하였고, 2005년에 ERM II에 가입하여 마침내 2009년에 유로를 도입하는데 성공했다. 반면 체코는 2000년대 초반 여유로운 입장에서 자율적 정책을 우선하는 태도로 일관했다. 유로 도입이 시기상조라는 주장이 계속 제시되었고 유로는 체코의 정책적 관심을 받지 못했다. 또한 대통령과 중앙은행이 유럽에 대해 비판적 입장을 고수했다는 점도 중요한 요인이었다. 세 번째 시기는 2008년 미국 발 경제 위기가 유럽에 전파되면서 기존의 선택이 지속되는 경향을 나타냈다. 위기와 유로 도입이 동시에 진행된 슬로바키아는 유로 체제 안에서 2008년 마이너스 성장을 경험했지만 거의 곧바로 위기를 극복하는 모습을 보였다. 체코는 위기가 닥치자 자율적 통화정책에 대한 선호가 더욱 강화되는 양상이었다. 하지만 체코는 슬로바키아보다 위기에서 벗어나는데 더 어려움을 겪었다. 체코는 2010년대 중반부터 정부나 중앙은행이 유로에 대해 더 친화적인 성향으로 변화했지만 이번에는 여론이 유럽에 무척 비판적이고 유로에 대해 무관심한 모습을 보이고 있다. 2019년 현재 체코의 유로 도입은 여전히 현실적 정책의 우선을 차지하는 것은 아니다.

영문 초록

This research analyzes the politics of european monetary integration in Central and Eastern European transition economies by comparing the Czech Republic and Slovakia in the period from 1999 to present. Both countries have integrated the European Union in 2004, but only Slovakia has adopted the euro in 2009 while the Czech Republic still remains outside the eurozone. This article has chosen the comparative analysis of both countries in a historical perspective in three distinct periods. Between the birth of euro in 1999 and the accession of the Czech Republic and Slovakia in 2004, these countries expressed already quite different monetary policy preferences. Both have experienced foreign exchange crises in the 1990s but have extracted different lessons from the crises. While the Czech Republic has learned the necessity of autonomous monetary policy and the desirablility of flexible exchange rate policy, Slovakia has expressed the need for a stable exchange rate mechanism. This particular stance can be explained by the fact that Slovakia had been excluded from the most advanced group of Central and Eastern European countries for EU accession negotiations. For Slovakia, the national strategy was to incorporate the European integration as deeply as possible. This difference has been maintained even in the second period beginning after the two countries accession to the EU. Slovakia has pushed for further integration by participating to the ERM II fixed exchange rate regime in 2005, before adopting the euro in 2009. In the Czech Republic, the eurosceptic president and central bank actively opposed the euro adoption while the government also has continued with a cautious approach. The third period which begins with the global economic crisis of 2008 has consolidated the choice made in the preceding periods. Both countries have experienced negative economic growth but Slovakia seems to have accomplished a quicker recovery from the crisis. In the Czech Republic the government and the central bank have become more favorable to the euro adoption but public opinion has consistently kept the eurosceptic view and in 2019, the adoption of euro is not on the urgent policy agenda.(Soongsil University)
