국문 초록

1919년과 1948년에 각각 성취된 역사성과 그 전개에는 거대한 시대정신이 있다. 일제항쟁기에 임정의 요인에서부터 일반 국민에 이르기까지 모두가 일제에 투쟁하며 외친 염원이 대한민국의 독립이었다. 반제 반봉건의 기치 속에 민주공화국을 건설하려는 목표가 대한민국의 국체와 정체 속에 그대로 녹아 있다. 필자는 대한민국의 정부수립을 미국의 건국과정과 견주어 비교한 견해들이 학문적 타당성이 있는지 여부를 사료와 이론을 통해 종합 점검해 보았다. 검토한 결과 양자 간에는 비교할 수 있는 타당한 사실을 찾을 수 없고 의미와 해석도 도출할 수가 없다. 상해 임시정부는 역사적인 민주공화제를 선언하였지만 글자 그대로 임시정부이지 학계에서 언급하는 국가단계는 아니었다. 우리나라 전체 역사에서 왕 한 사람만 누리던 자유가 온 국민이 자유를 향유하며 권리를 행사한 결정적 계기는 1948년의 총선이었다. 이 사실이 바로 선거혁명이자 역사혁명이다. 우리나라 역사에서 자유를 쟁취하고 자유민주주의 국가체제를 수립한 것은 역사의 보편성을 지향하는 목표에 걸맞은 대업이다.

영문 초록

In 1919 and 1948 both years represent great historical landmarks in modern Korean history. Events were driven by a forceful spirit of the times. Independence of the Republic of Korea was an achievement born of the ardent desire and determined anti-Japanese struggle shared by every Korean, from the leaders of the provisional government to ordinary citizens during the period of Japanese occupation. This paper does not believe it is meaningful to draw a comparison between the American process of achieving independence and the Korean case as some Korean commentators seem eager to do. It reached the conclusion by examining both political theory and historical facts. There is no historical ground upon which to draw any meaningful comparison or conclusion. It was of great significance that the Korean provisional government declared its intention to establish a democratic republic and not to restore the defunct Korean dynasty. But it was a provisional government literally and not a bona fide nation state as some people seem to insist. The decisive event which endowed the entire Korean nation with the rights and liberty which had previously been enjoyed by only to one person, the king, was the national election of 1948. That was both an electoral revolution and historical revolution. To win freedom through struggle and establish a liberal democratic system of government was a historic achievement in consonance with universal march of history and the spirit of the times.
