This paper aims to examine how discussions on the concept of the Restoration were conducted by the Imperial Court and the Shogunate in the Late Tokugawa Era, with the Meiji Restoration in mind. In 1827, the Imperial Court approved the Shogun s promotion to Daijō-daijin (Chancellor of the Realm) for the first time in Japanese history. As a reward for this special favor to the Shogunate, the Imperial Court planned to establish a new salary system for Court Aristocrats in the form of the Revival of Ritsuryō(ancient Japanese political & legal system) Salary System, and negotiated with the Shogunate to secure its finances. It is impressive that the presence of Takatsukasa Masamichi(Kampaku[chief advisor]) was so important in those processes. Masamichi s presence during the negotiation processes was important not only because he was serving as Kampaku at that time. Masamichi was also personally passionate about shaping the plans for the Ritsuryō Revivals, and was willing to negotiate with the Shogunate officials on his own. The rhetoric used by the Imperial Court during the negotiations asserted that the Shogunate should support the Imperial Court s Restoration policies, and the notion of “Restoration” was also emphasized in the Shogunate’s internal politics. From the standpoint of the Shogunate officials, the notion of Restoration as it applied to Shogunate politics and that of the Imperial Court was different. In the view of Shogunate officials, it was not favorable to reference precedents that were in place before the Tokugawa rule, such as the Ritsuryō system. Meanwhile, however, the Shogunate officials were unwilling to actively suppress the Court Aristocrats’ desire for Restoration. From the perspective of the Meiji Restoration, it could be said that the Late Tokugawa Shogunate’s passive stance on Restoration issues was a required condition for historical change.
