교육 개혁의 방향에 관한 학생·학부모·교원 및 교육정책전문가들의 인식 조사 연구

국문 초록

본 연구는 현 교육의 한계를 극복하고 변화하는 미래사회에 대응하기 위하여 교육당사자 및 교육정책전문가 대상 의견 수렴을 통하여 미래 교육의 방향 및 주요 정책 제안을 진단하였다. 이를 위하여 2018년도 전국 17개 시·도교육청 소재 유·초·중등학교 학생, 학부모, 교원을 대상으로 현재 교육에 대한 만족도 및 미래교육 요구에 대한 설문조사를 수행하였다. 또한 교육 분야의 정책전문가들을 대상으로 포커스 그룹 인터뷰(FGI)를 수행 및 분석하였다. 이를 통하여 제시된 미래교육 방향 및 정책 제안은 다음과 같다. 첫째, 교육당사자들은 초등교육에 대한 만족도는 높았지만 고등학교 교육에 대한 만족도는 낮았으며, 이 양상은 교원과 학부모들이 비슷했지만 전반적으로 교원의 만족도가 높았다. 둘째, 우리나라 교육당사자들이 요구하는 미래교육의 방향은 학생, 학부모, 교원에게 일관된 경향으로, ‘공감·소통·협력’의 능력, ‘학생의 꿈과 개성을 존중’하는 교육, 그리고 ‘인간 존엄’을 강조하였다. 셋째, 교육정책전문가들이 제시하는 교육개혁의 한계는 산업화 시대의 표준화·획일화된 현 교육 패러다임, 국가 주도의 권위적이고 지시적인 교육개혁 방식, 그리고 교육개혁의 방향에 대한 사회적 공감대 부족 등을 제시하였다. 넷째, 미래교육을 위하여 교육정책전문가들이 제시하는 교육정책의 방향 및 전략은 미래비전에 대한 공유와 합의, 교육자치 실현, 교원정책 강화, 그리고 교육복지를 위한 공교육 체제 개편이었다. 이와 같은 교육당사자와 전문가들의 요구는 교육개혁에서의 시대정신을 반영한 측면에서 그 시사점이 있다고 할 수 있다.

영문 초록

This study examined the direction of future education and major policy proposals to overcome the limitations of current education and to cope with the future of society based on the results of surveys from education participants in the nation and analysis of the FGI (Focus Group Interview) from the educational policy makers. To fulfill the goal, the survey was conducted with targeting students, school parents and teachers of preschool, elementary school, and middle school located in 17 municipal education offices nationwide about the level of satisfaction over the current education system and the needs for future education. Also, the FGI was conducted and analyzed to suggest the direction and educational policies for educational innovations in the future. The results are as follows. First, the education participants had high level of satisfaction in elementary education but had low levels of satisfaction in higher education, and such trends were shown similarly in both teachers and student parents. However, teacher’s satisfaction levels were, in general, higher. Second, about the direction of future education that education participants of Korea are requesting, it showed a consistent tendency in all participants regarding emphasis of ‘empathy’, ‘communication’, ‘collaboration’, ‘respecting dreams and personality of students’, and ‘human dignity.’ Third, as limitations of educational reform, the experts in educational policy indicated standardized·unified current education paradigms of industrial time, nation-dominated authoritative and directive educational reform means, and lack of social consensus on the direction of educational reform. Fourth, as the direction of educational policy and strategy for future educational innovation, education policymakers suggested sharing and agreement of future visions, the realization of educational autonomy, reinforcing the policy of teacher, and reforming the public education system for education welfare. It can be said that these requests of education participants and experts have implications in terms of reflecting the spirit of the times in educational reform.
