국문 초록

한국 사회가 빠르게 고령화되면서 노인의 사회적 역할이 중요해지고 있지만, 이들이 사회구성원으로서 역할을 하는데 필요한 민주시민교육은 활성화되어 있지 못한 실정이다. 촛불시민혁명이후 민주주의에 대한 관심이 높아지면서 민주시민교육의 필요성도 강조되고 있지만 아직 국회에서 민주시민교육지원법은 통과되지 않고 있다. 대신 여러 지자체에서 민주시민교육조례를 제정하고 있으나, 아직 그 어디에서도 구체적으로 노인의 민주시민교육에 대한 필요성을 언급하고 있지는 않다. 한국에서도 노인의 사회적 역할이 중요해지면서, 노인민주시민교육의 필요성이 커지고 있는 상황에서, 이 연구에서는 구체적으로 한국에서 노인민주시민교육의 실상은 어떠한지를 짚어보고, 한국보다 노인민주시민교육이 활성화된 유럽에서는 어떠한 배경에서 노인민주시민교육이 시작되었고, 어떻게 발전해 왔는지를 살펴본다. 나아가 유럽 노인민주시민교육이 주는 시사점을 토대로 한국에서 노인민주시민교육의 활성화 방향과 이에 따른 과제를 탐색한다.

영문 초록

As Korea has been rapidly aged, older adults are asked to play more vital roles in the society as important social members and accordingly, the need for democratic civic education for older adults has increased. However, democratic civic education in general is not well implemented in Korea and in specific, democratic civic education for older adults has not been promoted yet. On the contrary, in European countries, active ageing and active citizenship for older adults have been adopted as the national policies and put into practice eagerly. As a result, various democratic civic education programs for older adults have been developed to help them participate in social activities more effectively. Like European countries, Korea needs to pay more attention to the social roles of older adults as active citizens and provides them with appropriate democratic civic education so that they can actively participate in every aspect of the society. In the study, the author tries to examine the current situations and problems of democratic civic education for older adults in Korea and to benchmark democratic civic education for older adults in the European countries and draw some suggestions from their experiences. Further, based on them, the author attempts to present the future directions for democratic civic education for older adults and the tasks laid to lead democratic civic education in that direction in Korea.
