중국 민간경비 산업의 현황과 과제

국문 초록

중국 최초의 민간경비업체인 사구보안복무회사(蛇口保安服務公司)는중국 개혁개방 이후 처음 지정된 경제특구(經濟特區) 심천시(深圳市)에서 1984년에 설립되었다. 그 후, 1989년까지 티베트지역을 제외한 중국의 모든 지역에서 현지 공안기관의 주도로 경비회사가 설립되어 민간경비 관련 서비스가 제공되기 시작하였다. 2010년 중국 최초의 경비업관련 법령인 「보안복무관리조례」의 반포 및 시행을 시작으로 중국의만간경비산업은 민영화시대를 본격적으로 맞이하게 되었다. 과거에는경찰조직이 민간경비 산업의 직접적인 지휘자이자 영위주체였지만, 「조례」 반포 이후 경찰의 역할은 민간경비업의 지휘·영위 주체에서 단순감독·관리자 역할로 변화하게 되었다. 중국에서의 민간경비업의 민영화는 민간경비 서비스를 급속히 확대, 발전시켰고, 2015년 11월 기준 중국 민간경비업체의 수는 5,031개이며, 경비원수는 총 450만명 정도로추산되고 있다. 그럼에도 불구하고 중국 민간경비산업의 건전한 성장과 지속적인 발전을 위해 해결해야 할 과제들이 분명히 존재하다. 따라서 본 연구에서는 중국 민간경비산업의 현황 및 제도를 살펴보고, 이를 토대로 민간경비업과 공안기관과의 관계 재설정, 인력경비 중심의 민간경비서비스 변화, 자격증제도 도입, 하위법령 등의 제정 필요성등을 제시하였다.

영문 초록

After Chinese economic reform began, in 1984, the earliest China s private security company named Shekou Security Service Company was established in Shenzhen, the first Special Economic Zone of China. By 1989, almost all Chinese provinces had set up security companies to provide private security services under the guidance of local police agencies in addition to Tibet region. In 2010, China s first specialized Private Security Business Act was enacted. This marked the beginning of privatization era of China s private security industry. The role of local police agencies transformed from direct operators of security service companies to supervisors and administrators after the enaction of Security Business Act. Privatization inspired China s private security industry, and according to the latest statistics published in November 2015, there were more than 5,031 security companies now in China, and the total number of employee is near 4,500,000. Despite the remarkably growth of China s private security industry, there are still pending tasks need to be solved. Based on the current status of China s private security industry, the purpose of this study is to explore improvement methods from the view of system and the mode of security service.
