경찰관의 자살 실태 및 대응방안

국문 초록

우리나라 경찰관 자살 실태를 파악할 수 있는 공식적인 통계와 선행 연구가 매우 부족한 실정이다. 이 연구에서는 경찰관의 자살실태를 파악하여 그 심각성의 수준을 실제로 확인하고 경찰관의 자살을 방지하기 위한 대응방안들을 모색하였다. 우리나라 경찰관의 자살 실태는 경찰청 내부 자료 등을 활용하였는데 최근 6년간 경찰관 자살사망자수는 총 113명에 달하였다. 경찰관 자살사망자수는 다소 증감의 추이가 있으나 2011년 13명에서 2016년 26명으로 전반적인 증가세가 나타났다. 지방청별 경찰관 자살사망자수는 서울청, 경기남부청, 전북청, 전남청, 경북청, 부산청 등의 순이었고 전국적으로 발생하는 문제임을 확인할 수 있었다. 자살 원인별 경찰관 자살사망자수는 우울증, 가정불화, 경제문제, 질병비관, 신변비관 등의 순으로 나타났으나, 향후에는 자살 원인을 세분화하고 구체적인 부분까지 고려한 자료가 요구된다. 계급별 경찰관 자살사망자수는 경사, 경위, 경장, 경감 등의 순으로 나타났는데 경위, 경사가 84명으로 전체의 75.6%를 차지하여 일선에서 중추적인 역할을 하는 중간 관리 계급에서 자살이 많이 발생함을 확인할 수 있었다. 기능별 경찰관 자살사망자수는 지역경찰, 수사, 생활안전, 교통, 경비, 형사 등의 순으로 나타났는데 전반적으로 지역경찰, 교통, 경비, 형사 같은 외근경찰이 생활안전, 경무, 보안, 외사 같은 내근경찰보다 많음을 확인할 수 있다. 한편, 경찰관의 자살을 방지하기 위한 대응방안으로 자살위험 경찰관의 조기 발견 및 관리, 자살 방지 프로그램의 효율적 운용, 심리부검의 적극적 실시 및 활용, 경찰관 자살 방지 관련 법률 제정 및 예산 확대를 제시하였다.

영문 초록

There are very few statistical and preliminary studies on the actual condition of the suicide among police officers in Korea. In this study, I investigated the suicide status of police officers, confirmed the level of severity and searched for countermeasures to prevent suicide by police officers. The suicide rate of the police officers in Korea has been utilized by the police internal data of National Police Agency. In recent 6 years, the number of suicide deaths among police officers has reached 113. The number of police suicide deaths has increased or decreased , but in 2011, the overall number of deaths increased from 13 in 2016 to 26. The number of suicide deaths among police officers by each district was in the order of the Seoul Metropolitan Police Agency and Gyeonggi Nambu, Jeonbuk, Jeonnam, Kyungbuk, Busan Police Agency. The cause of suicide deaths was in the order of depression, family disagreement, economic problems, disease pessimism, and pessimism. The rank of suicide attempter among police officers was in the order of sergeant, lieutenant, detective, captain. I confirmed that the suicide among police officers is a common occurrence among middle managers. The number of police officers suicide deaths by department was in the order of local police, investigation, life safety, traffic, security and detective. As countermeasures to prevent suicide of police officers, I suggested early detection and management of high-risk police officers, effective management of suicide prevention programs, active implementation and utilization of psychological autopsy, enactment of law on suicide prevention of police officers and expansion of budget.
