국문 초록

항공기와 승객은 중요한 테러의 표적이 되기도 한다. 2017년 하반기부터 미국교통보안청(TSA)은 항공기 내 위해물품 반입 차단, 요주의 승객 휴대전자기기 전수검사, 휴대전자기기 검사 후 미국행 승객과 타 국가행 승객의 분리 조치 외에 여행 목적, 체류 기간, 현지 주소 등을 묻는 보안 질의와 추가 인터뷰를 시행하고 있다. 미국 일간지 USA투데이는 매일 2천여 편의 항공기에 탑승하는 32만5천 명의 승객 에게 인터뷰 시간이 추가되는 셈이라고 하였다. 이와 같은 현실은 경찰활동과 관련된다. 그런데 제한된 예산과 인원으로 강화되는 공항 보안을 전담하는 것은 제약이 따른다. 결국 사(私)경찰활동이 이를 분담하는 것이 대안이며, 사경찰활동은 항공보안요원에 의한 활동으로 귀결된다. 연구를 통해 파악한 미국과 한국의 공항 경찰활동 특징은, 공경찰활동에 대하여 미국은 자치경찰과 국가 교통기관이 담당하고 한국은 국가경찰이 담당한다. 미국 공항의 보안검색은 국토안보부 교통보안청 소속의 보안요원이, 한국은 인천국제공항공사와 용역 계약을 맺는 민간경비업체 소속 항공안전요원이 사경찰활동으로 담당하고 있는 구조이다. 2005년 한국학술진흥재단의 신진교수연구과제의 수행 연구와 비교하여 가장 큰 변화는 샌프란시스코를 비롯한 미국 공항의 보안검색요원의 신분 변화와 급여의 인상이었다. 보안검색요원들은 국토안보부 산하 교통보안청에 소속되어 공무원신분으로 전환되었다. 급여도 시간 당 12달러에서 21달러로 미국 내 보편적인 근로자의 평균임금과 유사하였으며 폭발물처리 등 특수한 분야의 연봉은 5만 달러 내외에서 9만 달러 내외까지 다양하였다. 반면 인천국제공항 보안검색요원은 10년 전이나 지금이나 신분상 변화가 없었으며 급여 면에서도 상승은 하였으나 미미하였다. 특히 장기근속자에 대한 급여는 미국과 비교하여 현저하게 낮은 것으로 나타났다. 한편, 안전을 위한 비용의 증가는 세계적인 추세이다. 미국은 911테러 직후부터 보안수수료를 책정하여 징수하고 있다. 911보안수수료라고도 하는 이 여객비용은 항공 운송수단을 구입할 때 승객의 항공운송업체가 수수한다. 항공사는 나중에 받은 보안수수료를 TSA에 송부한다. 미연방 교통보안청은 미국의 항공운송시스템 확보 비용 증가를 지원하기 위해 의회가 위임한 보안비용을 수수하고 있다.

영문 초록

Aircrafts as air transportation and passengers are goals of terror on some occasion. 2018 January, Mexico is strongly considering to get into America sheriffs carrying electric shock guns in civil passenger airliners for going America. Mexico was more strengthen security for civil passenger airliners for going America after latter half of the 2017. TSA is enforcing security questions and added interviews asking travel purpose, staying duration, the very spot address etc except seperation disposals passengers for going america and passengers for going other countries after prohibit carrying of harmful goods in aircrafts, special inspection for carrying-electric appliances of odserved passengers, carrying-electric appliances inspection. USA TODAY, America daily publication described to adding interviews times to 325,000 boarding passengers to 2,000 civil passenger airliners, daily. These realities are connecting with the strengthening of police activites. Then, enforcing of increasing airport securities by limited budget and personnel is accompanied by the limitation. Eventually, private police activities dividing these airport securities are alternatives and private police activities come to conclusion as activities of the personnel necessaries of aviation securities. The security inspection of the airports of america is taken charge of by the personnel necessary of securities of TSA of homeland security department, in the security of the airports of republic of korea, aviation security personnel of private guard company contracted with services contracts with Incheon international airport company take charge of the security inspection as private police activities. Compare to the task studies of up-and-coming professors, the greatest changes are status changes and rise of wage of security inspection personnel of airports of america headed by Sanfrancisco. Security inspection personnels were diversed to status of the public service personnel affiliating of T.S.A of homeland security department. Also, their wages were similar to average wages of average workers of America as 12 dollars to 21 dollars per 1 hour and an annual salaries of special division like an explosive disposal etc were various of in and out 50,000 dollars to 90,000 dollars. Profit taken place of security commission make use of for the safe and efficient transportation of human and commerce and, eventually, progression of airport police activities for prevention of aviation terror is important the budget ensure. Endeavor making low leaving position with changes of the status and actualization of the wages for aviation security personnels of Incheon international airport is required. In this process, direct hiring, establishment of the subsidiary company and transfer to indefinite contract etc are able to be inquired.
