국문 초록

｢미세먼지 관리 특별대책｣의 일환인 수송용 에너지 상대가격 합리적 조정방안에 대한 연구는 “미세먼지 저감 효과는 미비할 것”이라고 결론지어, 경유세 인상안을 백지화하였다. 그러나, 보고서는 세가지 측면에서 설득력이 부족하다. 첫째, “가격· 교차·소득 탄력성”을 기반으로 하는 연구모형은 필수재인 수송용 에너지의 특성에 맞지 않는다. 둘째, 유가보조금의 근거법안 을 이유로 화물차량의 12%를 제외하는 것은 연구목적에 부합하지 않는다. 셋째, “지속가능한 교통체계(sustainable transport for sustainable development)”를 위한 “ASI: 억제(avoid)-전환(shift)-개선(improve)” 방안이 누락되어 체계적으로 실현될 수 있는 환경개선효과가 저평가되었다.

영문 초록

The “Analysis of the Transport Energy Re-pricing Policy,” conducted as a part of “Special Measures for Particulate Matter (PM) Control,” concluded “the effects on PM emission reduction will be minimal.” This paper criticizes the Report in three aspects. First, the model analysis based on ‘elasticity’ is unsuitable for transport energy, which has become a necessity good in the modern economy. Secondly, the exclusion of 12% of freight trucks for the ‘fuel subsidy laws’ falls short of the research purpose as the emission coefficient of freight trucks for the PM is 14 times greater than that of passenger vehicles. Lastly, the omission of the “Avoid-Shift-Improve Strategy” for the “Sustainable Transport for Sustainable Development” introduced in the Post-2015 Development Goals in designing the re-pricing policy led to underestimated environmental effects.
