119상황근무자 감정노동 실태조사 및 개선방안

국문 초록

최근 공공서비스 강화정책과 고객지향적인 질 높은 서비스 요구로 공역무를 수행하는 행정조직 내에서도 적극적인 형태로 감정노동을 수행하고 있으며, 무한돌봄 서비스를 제공하는 소방공무원에게도 예외일 수 없다. 본 연구에서는 경기도 119종합실에 근무하는 소방공무원(이하 상황근무자) 114명을 대상으로 긴급전화 119신고접수시 발생하는 감정노동의 수준, 감정노동의 원인 및 결과, 인적․제도적 요인 등을 알아보기 위해 설문을 실시하였다. SPSS 22.0 통계프로그램을 이용하여 분석한 결과, 상황근무자의 감정노동 수준은 평균 4.32(5점 만점)로 나타났으며, 민원업무 중 힘든업무로는 생활민원, 위치추적, 비 응급, 긴급신고 순이고, 악성민원응대 횟수는 무리한 요구(8.68회/월), 욕설․폭언(8.68회) 등 순이고, 직무적 요인에서는 시간적 압력, 민원제기 부담, 감정억제 등 순으로 나타났다. 이를 통해 상황근무자의 감정노동의 존재를 실증적으로 증명되었으며 119종합상황 실의 효율적 운영관리의 기초자료로 활용할 수 있을 것으로 사료된다.

영문 초록

Recently, the administrative organizations of public affairs have been engaging in active emotional labor due to strong public policy regarding quality customer service. Fire officials, particularly emergency call dispatchers, who provide infinite care services, should be no exception. The subjects of this study were 114 dispatchers. Levels of emotional labor experienced during emergency calls, the causes and consequences of emotional labor, and the human institutional factors that affect emotional labor were all investigated. The results of the statistical analysis of the data collected using SPSS 22.0 showed an average of 4.32 out of 5 for the subjects level of emotional labor. The most challenging tasks that civil affairs workers faced life complaints (28%), location tracking, non-emergency and emergency notification in the order. In addition, the subjects faced malicious compliance, including unreasonable demands (on average 8.68 times per month) and abusive or offensive terms (on average 8.68 times per month) in the order. On-the-job factors, time constraints, the burden of complaints, and emotional suppression are in the order. This survey demonstrates that 119 dispatchers practice emotional labor, a result that can be used as the basis for the efficient operation and management of emergency control centers.
