국문 초록

본 연구에서는 사업성장 단계에서 경영성과를 효율성의 개념으로 평가하고 분석할 수 있는 방법론에 대하여 다루며, 국내 공공기관의 실제 사례를 활용하여 그 의미를 설명하고자 한다. 공공기관은 정부의 출연․출자 또는 정부의 재정지원 등으로 설립․운영되는 기관으로서 공공기관의 운영에 관한 법률 제4조 1항 각호의 요건에 해당하여 기획재정부장관이 지정한 기관을 의미한다. 본 연구에서는 국내 공공기관 분류 중에서 가장 많은 기관이 포함되어 있는 위탁집행형 준정부기관 중 하나인 한국국토정보공사의 광주전남지역본부 산하 조직인 각 시·군지사들의 경영성과를 효율성 측면에서 분석하고자 한다. 이때, 본 연구에서는 다양한 DEA 모형의 효율성값들을 가중 조합하여 의사결정단위(Decision Making Unit: DMU)별 최종 효율성값을 도출하는 DEA/Entropy 결합모형을 이용하고자 한다. 효율성 분석을 위한 투입변수는 업무 목표액, 고객만족도 점수, 목표 달성도, 운영 성과 등 총 4개의 변수들을 사용하였고, 산출변수는 매출액과 영업이익을 사용하였다. CCR 모형과 BCC 모형을 이용하여 각 지사들의 기술, 순수 기술, 규모 효율성을 분석하였으며, SBM 모형까지 포함한 3개의 DEA 모형으로 각 DMU의 개별 효율성값을 계산하고, Entropy 개념이 반영된 가중평균값으로 유일한 결합 효율성값을 제시하였다. 본 연구에서 다룬 방법론은 적용의 유연성으로 인하여 창업과 관련하여 다양한 형태의 기업, 조직, 정책 등의 성과를 효율성 개념으로 평가하고 분석할 수 있다. 특히, DEA 모형은 창업과 관련된 이해관계자들에게 학술적이고 실무적인 분석 도구로 활용될 수 있다.

영문 초록

In this study, we deal with the methodology for evaluating and analyzing management performance as the concept of efficiency at the stage of business growth, and attempts to explain its meaning by using the actual cases of Korean public institutions. The definition of public institution stands for an organization established and managed by the government with financial support or investment under supervision from Strategy and Finance Minister following Act Clause 4, Article 1. The purpose of this study is to analyze the efficiency of each branch of Gwangju·Jeonnam Regional Center of Korea Land and Geospatial InformatiX Corporation, which is one of the entrusted quasi-governmental institution that includes the largest number of Korean public institutions. We intend to use the DEA/Entropy combination model that derives the final efficiency value for each Decision Making Unit (DMU) by weighting the efficiency values of various DEA models. The input variables for efficiency analysis were four variables, such as the amount of business target, the score of customer satisfaction, the amount of goal achievement, and operational performance ratio. The output variables were sales and operating profit. The CCR model and BCC model were used to analyze the technology, pure technology, and scale efficiency of each branch. Three DEA models (CCR, BCC, SBM) were used to calculate the individual efficiency values of each DMU, and were combined by the weighted average reflecting the concept of Entropy. The methodology covered in this study can evaluate and analyze the performance of various types of enterprises, organizations, policies in relation to start-ups as a concept of efficiency. In particular, DEA model can be used as an academic and practical analysis tool for stakeholders involved in starting a business.
