교육 거버넌스를 둘러싼 갈등 사례 연구

국문 초록

본 연구의 목적은 교육 거버넌스를 둘러싼 갈등 사례를 통해 한국사회 다양한 영역으로 확산되고 있는 거버넌스를 진단하는 것이다. 연구 결과 교육 거버넌스는 민과 관의 갈등과 더불어 민과 민, 관과 관 사이에서 빚어지는 주체 간 갈등과, 정책추진의 방향에 따라 발생하는 중앙과 지구 간 갈등이 있음을 확인하였다. 연구 결과를 요약하면 다음과 같다. 첫째, 민·관 갈등은 교육 거버넌스 외 여타의 보편적인 거버넌스 상황에서도 일반적으로 발생하고 있는 갈등으로 주로 민과 관이 가지고 있는 정체성의 차이로 인해 발생하고 있었다. 둘째, 민과 민 사이에서 벌어지고 있는 갈등은 수직적 명령 체계로 이루어진 관과 달리, 집단인 동시에 다양한 개인의 수평적 합인 민이 가지고 있는 특성이 그 원인이었다. 이로 인해 민·민 갈등은 주로 가치와 신념의 차이, 실천방식의 차이, 그리고 이해관계의 충돌 등으로 인해 발생하고 있었다. 셋째, 관·관 갈등은 교육행정과 일반행정이 분리되어 있는 한국사회의 제도적 특수성으로 인해 발생하고 있었으며, 서울에서 추진하고 있는 서울형혁신교육지구의 경우 자치구청과 교육지원청 사이의 권한 비대칭과 관할 범위 차이 등이 갈등의 원인이었다. 넷째, 서울형혁신교육지구의 경우, 정책 중앙인 서울시·서울시교육청과 서울형혁신교육지구에 참여하고 있는 지구간에 발생하는 중앙-지구 간 갈등도 확인되었는데, 이는 하향식 정책추진이 관성화된 중앙과 지역의 특수성이 정책에 반영되기를 바라는 지구단위 거버넌스의 상향식 요구 사이에서 발생하는 갈등이었다.

영문 초록

The purpose of this study is to diagnose ‘Governance’ through a case of conflict on educational governance which is one of the essential tasks of the innovative education district in Seoul. This article argue that conflicts in this governance arise from not only between civil society sector and public sector, but also between centre and district. Because the conflicts come from actors such as citizen vs. citizen or public vs. public on the subjects, as well as the direction of policy implementation. The results of the study can be summarized as follows. First, a general conflict between civil society sector and public sector also occurred in universal governance situation other than Educational Governance, mainly due to difference of identity between civil society sector and public sector. Second, a conflict among the actors of civil society sector was caused by the characteristics of the civil society sector which is a horizontal combination of various individuals, unlike the ‘public’ that consisted of vertical command system. As a result, a conflict among actors of civil society sector was mainly caused by difference in value and belief, difference in method of practice, and clash of interests. Third, a conflict aomng the actors of public sector was caused by institutional specificity of Korean society which separated the educational administration and general administration. In addition, in the Education Governance of Innovative Education District of Seoul, a conflict aomng local governments as general administration and Education Office as educational administration was caused by asymmetric authority and difference in the scope of jurisdiction. Finally, a conflict occurred among Seoul Metropolitan Government and Seoul Metropolitan Office of Education as the policy centre of Innovative Education District in Seoul and other actors in the District, in other words a conflict between centre and district, was also confirmed.
