글로벌 기업의 해외공장 폐쇄와 윤리적 의사결정: 한국GM의 사례를 중심으로

국문 초록

본 논문은 2018년 5월 한국GM의 군산공장이 폐쇄되면서 불거진 한국GM의 철수에 대한 논란에 관한 내용이다. 한국GM은 2018년 초 군산공장의 폐쇄를 결정하면서, 부평 공장을 비롯한 국내 공장과 연구시설 폐쇄를 언급하고 한국정부의 지원을 요청하였다. 당시 지방선거를 앞두고 있었던 문재인 정부는 10년 동안 국내에서 생산설비를 유지한 다는 조건으로 약 8천억 원을 지원하기로 약속하였다. 한국GM의 군산공장 폐쇄에 이어 추가적인 공장폐쇄는 국가경제에 더 큰 충격을 가져올 것으로 예상되기 때문이었다. 그러나 수개월이 지난 2018년 10월 한국GM은 부평공장에 속해있던 R&D 부문을 별도의 법인으로 독립시키자, 노동조합만이 아니라 중앙정부와 인천시 등도 자동차 생산공장의 폐쇄 수순을 밟는다고 우려하면서 반대의 목소리를 높였다. 일단 산업은행의 가처분 신청이 기각되고 별도의 법인으로 독립되면서 사회적 이슈에서는 사라지게 되었으나, 향후 한국GM이 우리 정부와 약속한 사업내용을 유지할 것인가 아니면 이런저런 이유들을 들면서 조만간 한국에서의 철수를 시도할 것인가는 알기 어렵다. 본 논문에서는 GM 의 글로벌 전략과 미래 전략 그리고 과거 다른 국가들에서의 의사결정 등을 바탕으로 한국에서의 자동차 생산 공장을 유지할 것인가를 검토해 보고자 한다. 검토 내용의 핵심은 글로벌 기업의 해외 생산 공장의 폐쇄 결정을 기업윤리적 관점에서 바라보는 것이다.

영문 초록

This paper questioned the exit of GM Korea from South Korea (hereafter Korea) after the announcement of Kunsan plant closure in June 2018. With the announcement, GM Korea asked the financial support to Korean Government for resolving liquidity crisis that may affect the stable operation of Bupyeong Plant and research institute in Korea. The Moon Government that had the general election soon at that time promised the financial support of about 800 million dollars given that GM Korea operates the production facility in Korea at least for the next decade. The Government determined the support to avoid the additional plant closure and its secondary negative impact to the national economy. However, after several months, GM Korea announced the separation of R&D division inside the Bupyeong plant and this decision threw the Government into the confusion. Also, the labor union resisted to the decision because it believed the separation would lead to additional plant closure in the near future. The further turmoil was set after the court supported the GM Korea’s decision. But it is not guaranteed that GM maintain the production facility in Korea for the next decade as specified in the contract. GM may decide to withdraw from Korea with one thing and another. This paper reviewed the historical developments of GM global strategy for the production facilities abroad and tried to predict the decision on production facilities in Korea in the future. The ethical decision making process was applied to GM’s decision on production factory closure in Korea.
