한국 외국인투자기업의 현금지원제도 개선과제에 관한 연구

국문 초록

한국에 소재한 외국인투자기업을 위한 지원제도는 조세 및 입지, 현금지원제도 등으로 크게 대별된다. 외국인투자기업에 대한 다양한 투자촉진을 위한 현금지원제도(cash grant)를 통하여 외국인 투자기업의 다양한 국내투자를 활성화함이 그 목적이다. 특히, 2004년 도입된 현금지원제도는 외국인투자기업에 대한 지속적인 고용창출 및 생산증대 등의 효과창출로 외국인투자기업은 물론 국가와 지방경제의 활성화를 위한 것이었다. 그러나 도입 이래 관리상의 원스톱시스템미비와 지원 및 운용방식, 사후관리 등의 제반 문제점이 드러나고 있는 실정이다. 따라서 본 연구는 정부 및 지방자치단체와 유관기관의 정책자료와 연구자의 오랜 동업종 근무경험을 바탕으로 한국에 소재한 외국인투자기업의 현금지원제도에 대한 문제점과 개선방안을 도출하여 실무현장의 애로개선 및 정책적 시사점을 도출하고자 하였다. 그 결과, 주요 개선과제는 다음과 같이 요약된다. 첫째, 정부는 외국인투자기업에 한정된 지방투자촉진보조금 등 현금지원 등의 예산지원을 더욱 확대하여야 한다. 둘째, 고용창출과 연계한 신기술 문턱은 낮추고, 투자세액공제는 확대하여 국내외 투자기업에 대하여 역차별 없이 동일하게 지원하여야 한다. 셋째, 각 지역의 균형적 지원을 핵심으로, 외국인투자기업에 대한 현행 현금지원제도를 주요 선진국 수준으로 조속히 재정비하여야 할 것이다. 또한 본 연구는 한국형 외국인투자기업 현금지원제도의 개선과제에 대한 기초연구로서의 역할도 기대할 수 있을 것으로 본다.

영문 초록

The support systems for foreign-invested companies located in Korea are largely divided into taxation, location and cash support system. The purpose is to activate various domestic investments of foreign-invested enterprises through cash grants. In particular, the cash support system introduced in 2004 is intended for the activation of foreign investment enterprises as well as national and local economies by creating continuous employment creation and production increase for foreign-invested enterprises. However, since introduction, there have been various problems such as lack of one-stop system in management, support and management method, and post management. Therefore, this study is to investigate the problem and improvement plan of the cash support system for the foreign invested companies in Korea based on the policy data of the government, local autonomous entities and related organizations, and to draw policy implications. As a result, major improvement tasks are summarized as follows. First, the government should expand the budget support such as cash subsidies such as local investment promotion subsidies limited to foreign-invested enterprises. Second, the threshold of new technology connected with job creation should be lowered, and investment tax credit should be expanded to support domestic and foreign invested companies equally without reverse discrimination. Third, in addition, the current cash support system for foreign-invested enterprises should be restructured to the level of major advanced countries with the balance support of each region as the core. Lastly, this study can be expected as a basic research on the improvement project of the cash support system of Korean-type foreign-invested companies.
