재난안전정보 패싯 분류체계의 실증적 검증

국문 초록

다양한 재난 유관기관에서 개별적으로 생산, 관리되고 있는 재난안전정보를 통합적으로 관리하고 공유하기 위해서는 일원화된 분류체계가 필요하다. 이를 위한 분류체계는 재난 및 안전 개념의 복합성, 재난관리 업무의 특수성 등을 모두 반영할 수 있어야 한다. 이러한 배경으로 본 연구진은 분류 대상의 개념을 다양하게 범주화하여 이를 다시 합성하는 ‘패싯’ 분석 기법을 적용한 ‘재난안전정보 패싯 분류체계’를 개발하였다. 특히 본 연구에서는 분류체계의 실증적 검증을 위해 개정안에 대한 실무자 의견 수렴의 과정을 거쳤으며, 행정안전부의 재난안전정보공동이용시스템을 통해 수집된 실제 데이터 1,356건을 대상으로 패싯 분류체계를 적용, 그 결과를 분석하였다. 분석 결과, 패싯 분류가 기존 단순 열거식 분류의 여러 한계점을 극복하고, 재난안전정보에 대한 다양한 접근점을 제시할 수 있음을 확인할 수 있었다. 이러한 결과는 분류 원칙을 포함한 상세한 분류 지침이 전제된다면 국가적 차원의 재난정보 통합 관리와 공유 활성화에 유용한 도구로 활용될 수 있음을 시사한다.

영문 초록

A unified classification scheme is required for the integration and sharing of disaster and safety information, which is currently produced and managed independently by various disaster-related agencies. Such a classification system should reflect the complexity f disasters and safety issues, and the specificity of disaster management tasks. To meet those requirements, the “Disaster Safety Information Facet Classification Scheme” was developed on the basis of a “facet” analysis technique that categorizes and synthesizes various classification objects. In this study, we aimed to empirically verify the utility of the facet classification scheme by surveying practitioner opinion and classifying 1,356 data points collected through the Public Use of Disaster Safety Information System of the Ministry of Public Administration and Security. The results confirm that the facet classification scheme can not only overcome the limitations of the existing enumerative classification scheme but also present more diverse access points to disaster information. Moreover, the proposed classification scheme could become a useful tool for the unified management and sharing of disaster information with the development of detailed classification guidelines, including classification principles.
