공항물류단지 글로벌 배송센터 유치 사례 연구

국문 초록

인천공항은 국제선화물처리 세계 2~3위의 위상을 차지하고 있다. 이는 세계적인 국적 항공사 보유, 수출지향적인 산업적 특성, 그리고 공항과 항만 인근에 자유무역지역(Free Trade Zone: FTZ)이라는 인프라를 가지고 있기 때문인 것으로 판단된다. 인천공항 FTZ은 화물터미널지역과 공항물류단지로 구성되어 있지만, 이들 지역간 창출 되는 물동량에는 큰 차이가 있다. 배송, 생산, 가공, 환적기능 등 부가가치 창출이 주목 적인 공항물류단지는 공항전체 화물의 약 20% 미만, 그리고 환적화물은 전체 환적화물의 약 3% 정도만 처리하고 있다. 이는 공항물류단지내 입주한 37개 기업이 대부분 국내 화주들의 단순 수출입 물류 서비스 위주로 처리하고 있으며 중계무역과 글로벌 배송기능을 유치함으로써 글로벌 3자물류 비중을 높이고 신규 물동량도 증대시키는 비즈니스 형태가 매우 빈약하기 때문이다. 이에 본 연구에서는 인천공항 공항물류단지 내 입주한 화주와 물류기업을 대상으로 인천공항에서의 글로벌 배송센터 유치를 위한 중요도와 그 성취도 수준을 설문하였다. 통계 프로그램인 SPSS WIN 24.0을 이용하여 빈도ㆍ기술 분석, 그리고 각 속성에 대한 지각 차이를 통계적으로 검증하기 위해 t-검증(paired t-test)을 실시하였다. 다음으로 IPA를 적용하여 중요도와 성취도를 평가하였다. 또한 인천공항의 글로벌 배송센터 유치의 실제 사례를 살펴보되 유치과정에서 가장 큰 걸림돌이었던 제도개선 이슈들 및 이들 이슈 사항들을 해결해 과는 과정을 살펴보고 그 의의와 효과를 진단해 보고자 한다. 유치과정에서는 크게 다음 세 가지 이슈가 부각되었다. ① FTZ 보관과정을 거쳐 국외부품을 국내공급하거나 국내부품을 국외수출시 고정사업장 여부, ② 외국소재 법인에 대한 전략물자 자율준수무역거래자 취득 가능 여부, ③ 재수출 절차의 신속성 여부 등이다. 본 연구에서는 본 사례연구 결과, FTZ내 글로벌 배송센터 유치는 단순히 신규 물동량 창출뿐만 아니라, 우리나라에 없었던, 또는 걸림돌이 되었던 규제를 개선하는 징검다리 역할을 함으로써 선진 물류 및 투자환경 개선에 일조를 한다는 점을 확인할 수 있었다.

영문 초록

Incheon International Airport is the second and/or third busiest international air cargo handling airport in the world. This is due to the fact that we have world-class national airlines, an export-oriented industrial characteristics, and an infrastructure called Free Trade Zone around the airport and port. Incheon Airport Free Trade Zone consists of Cargo Terminal Area and Airport LogisPark, but there is a big difference in the cargo volumes between these two areas. Airport LogisPark, which is being developed for value creation such as delivery, production, processing and transshipment, accounts for less than 20% of the total cargo and about 3% of transshipment cargo at the Airport. This is because most of the 37 companies in the Airport LogisPark are dealing mainly with simple import and export businesses, and the proportion of global third-party contract business, which may capable of generating transit trade and of creating new cargo volumes, is very few. In this study, I surveyed the level of importance and achievement of Incheon International Airport for the Airport to host shippers and logistics firms in Incheon Airport. The SPAA WIN 24.0 statistical program was used to conduct paired t-tests to statistically validate the frequency, technical analysis, and differences in each attribute. Also IPA was applied to evaluate the importance and achievement. Also, I reviewed the successful case study of attracting a global distribution center at Incheon Airport, which was able to create new cargo volumes, and improved major obstacles in the process of attracting the global distribution center. The following three issues were highlighted in such obstacles in the course of attracting a global distribution center: ① Whether it is applied to a Permanent Establishment or not when they are supplying the imported foreign parts to the local companies or when they are exporting the local-supplied parts to overseas firms after being stored at the FTZ: ② Possibility of acquiring Compliance Program license as a non-resident (overseas) firm from Korean government; and ③ The complexity and delay of re-export procedures, such as B/L split and merger, and the customs document clearances, etc. Among such said three hot issues. In this study, it was confirmed that attracting the global distribution center in FTZ contributes to the improvement of advanced logistics and investment environment by not only creating new cargo volumes but also acting as a stepping stone to improve regulations that have been obstacles in Korea.
