민주화 이후 한국 대통령 경세치국술(statecraft)의 비판적 평가

국문 초록

본 논문은 민주화 이후 한국 대통령들의 경세치국술(statecraft)을 헌정정치, 정치리더십, 국정의제라는 측면에서 비판적으로 평가함으로써‘대통령의 실패’가 아닌 성공적인 대통령상을 정립하고 차기 대통령의 창조적 경세치국술의 방향을 제시했다. 이들 네 대통령들은 헌정정치적 독선과 일방주의, 배제∙제압의 정치에 의한 민주적 리더십의 미비, 정파주의적 국정의제의 설정∙실행으로 민주적, 발전적 경세치국술을 구사하지 못했다. 이러한 비판적 평가는 차기 대통령의 창조적 경세치국술의 방향을 설정하는데 큰 도움이 된다. 첫째, 헌정정치의 측면에서 차기 대통령은 대한민국의 법통을 존중하고 현행 헌법의 민주정신을 성찰적으로 이해해야 한다. 아울러 권력적 독주가 아니라 민주적‘절제의 미덕’으로 의회와 정당을 통치의 도구로 전락시키지 말고 헌정적 동반자로 존중해야 한다. 둘째, 차기 대통령은‘설득의 정치’를 일상화시켜 지금까지의 배제∙제압의 정치를 일소해야 한다. 셋째, 차기 대통령은 업적주의와 정파적 차별화의 강박관념에서 벗어남으로써 국가의 전략적 발전을 성취할 수 있는 국정의제를 설정하고 실행해야 한다. 한편, 차기 대통령은 엄격한 도덕성, 탁월한 용인술, 창조적 경세관을 겸비해야 한다. 차기 대통령은 높은 도덕성으로 국민의 존경을 받아야 한다. 가신정치, 코드인사, ‘고소영’인사 등 연고주의가 아니라 도덕성과 실력이 검증된 인사를 등용해야 한다. 국민은 정략∙선동가나 경영자형 대통령이 아니라 탁월한 민주적 경세가(經世家)형의 대통령을 기대한다. 아울러 한국의 차기 대통령은 친인척과 측근의 비리행위를 근절시킬 수 있어야 할 것이다.

영문 초록

This article tries to make a critical evaluation on Korean Presidential leadership after the democratization in terms of the statecraft. Our research defines the statecraft, an art or a capacity of governing the state in the compound using of three governing elements; the management of constitutional politics, the proving of political leadership and the capacity of national agenda setting. From the standpoint of the statecraft, four Korean Presidents after democratization, Kim Young-Sam, Kim Dae-Jung, Roh Moo-Hyun and Lee Myung-Bak, haven’t realized a successful, or a positive leadership. They have revealed a self-righteous attitude on constitutional politics, lacked the democratic leadership by relying on the politics of exclusion and of supremacy, and inclined to the factionalism rather than the statehood in national agenda setting. These critical evaluations lead us to propose some points of lessen for coming President for displaying a creative statecraft; the prudent and the authoritative management of constitutional politics through the balanced reflection of the constitutional spirit, the improvement of democratic leadership based on the persuasive power, and the exertion of statehood in setting and practicing the national agenda. Besides these, coming President might attain the moral and the political respect from the people by fair personnel management based on meritocracy, and by strict and effective control against President’s relatives and surroundings corruption. Our people expect to have both democratic and competent President instead of a political demagogue or a CEO type executor.
