국문 초록

이 연구는 대원군의 국가경영에 대한 평가를 목적으로 한다. 이를 위해 세도정치의 체제변동을 거친 후 집권한 대원군 집정기 국가경영에서 세계화 도전을 배경으로, 대외정책과 내정개혁이 어떻게 현실화되는지 확인하려는 것이다. 19세기 중엽 이후 조선은 서세동점의‘외압’에 대한 저항과 적응의 도정이었다. 여기에서‘외압’의 주체가‘근대’의 원리를 수반하고 있다는 것, 그리고 당시 국제사회가‘힘의 정치’를 기초로 하고 있었다는 점에서 그 정치적 과제는‘부국강병’과‘독립’의 달성이었다. 따라서 대원군 집권기 평가에 있어서도 이점을 염두에 두고 대응양상을 파악해야 할 것이다. 그동안 대원군 정치에 대한 연구는 대체로 반근대적 폐쇄성, 내정개혁의 진보성 그리고 사적 권력 추구 등에 주목하며, 이후 조선의 식민지화 역사와 관련하여 그 원인으로 주목하는 경향을 보였다. 이들 연구의 경우 대원군 정책의 특징을 쇄국정책으로, 그리고 위정척사를 그 이념적 기초로서 규정하며 대원군 정치가 19세기 조선의 정치사와 어떠한 맥락에서 성립하는지, 구체적 실체를 제시하지 못하고 있다. 따라서 이 연구에서는 대원군의 국가경영에서의 특징을 구체적인 대내적 대외적 정책과의 연관성 속에서 파악해 보겠다. 대원군에 의한 군사력강화는 19세기 조선에서 최초의 국방정책이었다. 대원군의 반침략정책은 대내적 개혁에 의한 부국강병을 기초로 한‘힘’에 의해 가능했으며 이 결과 주권을 유지할 수 있었다. 대원군은 국가경영에서‘부국강병’의 이상을 현실화함으로써 독립을 유지하였다.

영문 초록

This study aims to evaluate Taewongun’s policy of national defense. For this purpose, this study confirms Taewongun’s ideal of national management and how it was realized based on the domestic and foreign policy. After the mid 19th century, the Choson Dynasty had a process which it resisted and adopted the westerners’s invasion. What we have to consider here is that the main subject of foreign pressure was holding the modernization principle. Additionally, the international society based on the power politics during the imperialism era. Thus, the political problem to solve was the national prosperity and defense and the independence from foreign countries. In the mean time, studies on Taewongun’s politics focused on antimodernization closeness, advances in domestic reform, and the pursuit of private political power. And then these were the facts to explain the reason of the Choson Dynasty’s history of colonialization. However, these studies did not provide specific evidences regarding contextual compatibility between the Choson Dynasty’s politics , ideas Taewonguns’s politics and Taewongun’s politics, especially the relationship with national isolation policy’s base idea which was ‘closing the country and expulsing barbarians’ and Taewongun’s politics. Thus, this study examines characteristics of Taewongun’s national management based on the national defence policy. Taewongun’s anti-invasion policy regarding the westerner’s invasion was possible because of the national defence policy based on the national prosperity and defense. Thus, Taewongun was able to keep his national sovereignty. By substanciating the ideal of national prosperity and defense in his national management, Taewongun could keep the national independence. Namely, Taewongun’s policy of national defence was established based on the national management through making the domestic and foreign policy to solve the modernizational problem in the Choson Dynasty.
