국문 초록

본 연구는 우리나라의 대표적 수산보조금인 면세유 공급의 영향을 환경적 측면에서 살펴보고자 하였다. 이를 위해 근해어업의 CO₂ 배출량을 추정하고 비용함수를 추정하였는데, 특히 비용함수 추정에는 정규성을 만족하는 신축적 함수들 가운데 트랜스로그 비용함수와 푸리에 비용함수를 이용하였다. 각 비용함수모형을 비교한 결과, 푸리에 비용함수모형이 비교적 적합한 모형으로 나타났으며, 푸리에 비용함수모형을 이용하여 각 어업비용 항목별 가격탄력성을 추정하였다. 그리고 환경세 부과시 실제 근해어업의 정책적 목표달성에 얼마나 유효할 것인지를 살펴보았다.

영문 초록

The purpose of this paper is to examine the supply of non- taxable oil, which is regarded as a representative fisheries subsidy in the Republic of Korea. Ultimately, this study aims to estimate the effects of environmental taxation on the cost structure of offshore fisheries. To this, we estimate the CO₂ emissions of offshore fisheries and the cost function of its. In particular, we compared the translog cost function and the Fourier cost function. As a result of comparing each cost function model, Fourier cost function model well-satisfies the concavity of the cost function. Besides, using Fourier cost function model, the elasticity of fishery cost has been estimated. Lastly, we analyzed whether environmental taxation is valid or not to achieve political goals in the offshore fisheries.
