연구개발투자의 지역 간 파급효과와 생산효율성

국문 초록

본 논문은 한국 16개 시·도의 1998년부터 2014년까지의 패널자료를 이용하여 연구개발(R&D)투자의 생산효율성을 확률적 프론티어분석(SFA; stochastic frontier analysis) 방법으로 추정한다. 그리고 패널벡터자기회귀(Panel VAR; panel vector autoregressive) 모형을 이용하여 지역의 연구개발투자의 충격이 지역내총생산에 미치는 내생적이며 직·간접적인 영향을 Granger 인과관계와 충격반응함수(IRF; impulse response function)를 통해 살펴본다. 분석 결과, 연구개발투자와 생산효율성 간의 관계가 단조적(monotonic)임을 가정한 Battese and Coelli의 모형에서는 연구개발투자가 생산 과정에서의 비효율성을 감소시킨다. 반면, 비단조적(non-monotonic)임을 가정하는 Wang 모형에서는 비효율성을 증가시키는 것으로 나타났다. 다음으로 내생적인 지역경제 변수들 간의 시차 구조 하에서 Granger 인과관계와 충경반응함수를 살펴본 결과, 연구개발스톡은 지역경제성장, 고용성장, 그리고 자본스톡의 원인 변수가 되며, 현 시점의 연구개발스톡의 증가 충격이 지역경제성장과 고용성장에는 양(+)의 충격을 미치지만 자본스톡의 축적에는 음(-)의 충격을 미치는 것을 확인하였다. 본 논문은 기술의 상용화가 어려운 상황에 놓여있는 지역 기업 및 경제주체들의 연구개발투자가 매몰비용이 되어버리거나 자본의 생산성을 저하시킬 수 있음을 인식하고 적정 수준의 연구개발투자활동이 이뤄져야 함을 시사한다.

영문 초록

This paper estimates the productivity efficiency of R&D investment using stochastic frontier analysis and also tests the Granger causality and impulse response function by the panel VAR (vector autoregressive) model to identify the endogenous impact of R&D investment. This paper shows the result that regional R&D investment reduces the inefficiency of production process in the Battese and Coelli’s model, which assumes that the relationship between R&D investment and production efficiency is monotonic. On the other hand, in the Wang’s model, which assumes non-monotonic, has shown an increase in inefficiency. R&D stocks are the Granger cause variables of regional economic growth, employment growth, and capital stock. This paper also finds that an increase impact of the current R&D stock has a positive impact on regional economic growth and employment growth, but a negative impact on capital stock accumulation by impulse response function analysis. This paper provides that R&D investment by local firms and economic players facing difficult situation to commercialize technology, can become a sunk cost, or reduce the productivity of capital, and then suggests that appropriate level of R&D investment activities should be implemented.
