기초연금제도가 소득분배 및 빈곤에 미치는 효과

국문 초록

본 연구에서는 기초연금제도에 관한 정책효과 분석을 위한 마이크로시뮬레이션 모형을 구축하고, 이를 통해 기초연금제도의 소득분배 및 빈곤완화 효과를 분석한다. 분석모형은 한국조세재정연구원의 제10차 재정패널조사 상 정보를 바탕으로 구축된다. 2018년 4월 기준 기초연금제도 아래서의 소득분배 및 빈곤 상태와 동 제도가 도입되지 않았을 경우의 상황, 2018년 9월부터 기준연금액의 인상 등 새로운 제도가 적용되는 상황에서의 소득분배 및 빈곤상태를 비교․분석한다. 동 분석 결과에 따르면, 2018년 4월의 기초연금제도를 기준으로 할 때, 기초연금제도가 없었더라면 지니계수 및 5분위배율로 파악된 소득분배는 더 악화 되었을 것으로 나타났다. 그리고 상대빈곤율 및 빈곤갭비율이 더 높았을 것으로 분석되었다. 이는 기초연금제도의 도입 자체가 소득분배 개선 및 빈곤 완화에 효과가 있음을 시사한다. 한편 2018년 9월부터의 기초연금의 기준연금액 인상은 그 규모가 작아 소득분배 개선 및 빈 곤 완화에 긍정적인 영향을 줄 수 있지만 그 효과는 미약할 것으로 나타났다.

영문 초록

This study analyzes income redistribution and poverty alleviation effects of the basic pension system by building a microsimulation model. First, we construct the microsimulation model based on the 10th NaSTaB conducted by Korea Institute of Public Finance. Next, we analyze the effects of the basic pension system on income distribution and poverty status by comparing each of the three cases: the absence of the system, the basic pension system as of April 2018 and the new system such as the increase of the standard pension amount, which was applied from September in 2018. If the basic pension system were not introduced, the income distribution status measured by a Gini coefficient or the income quintile share ratio would have been worse. In addition, relative poverty rates and poverty gap ratios would have been higher. These suggest that the introduction of the basic pension system is effective in improving income distribution and poverty alleviation. On the other hand, the increase in the basic pension amount of the basic pension might have positive effects on income distribution and poverty status, but it is very small since the increase scale is not relatively large.
