청렴도 지수에 따른 지방교육재정 효율성 분석

국문 초록

이 연구는 지방교육재정 운영 효율성을 분석하기 위해 전국 17개 시･도교육청의 청렴도 지수의 변화추이에 따른 잠재성장계층을 추정하고, 계층 분류에 영향을 미치는 요인들을 검증하였 다. 이를 위해 국민권익위와 지방교육재정 알리미 사이트의 ‘14∼’17년도 자료를 이용하여 잠재계층성장분석을 실시하였다. 주요 변수로 정책고객평가 청렴도지수를 지표변수로 활용하였고, 예측변수로 지역, 교육감 성향, 업무추진비 편성율, 이월액 비율, 주민참여예산 의견반영 실적 을, 그리고 결과변수로는 학생 1인당 교육비와 교육정책사업별 세출결산 비중들을 사용하였다. 연구 결과, 정책고객평가 청렴도 지수 변화 추이에 따라 ‘우수, 보통, 미흡’ 계층이 분류되었다. 잠재계층 분류에 영향을 미치는 요인들을 검증한 결과, 진보교육감 교육청일수록 ‘우수’ 집단과 ‘보 통’ 집단보다는 ‘미흡’ 집단에 속할 가능성 높고, 이월액 비율이 높을수록 ‘우수’ 집단이나 ‘보통’ 집단 보다는 ‘미흡’ 집단에 속하고, ‘우수’ 집단보다는 ‘보통’ 집단에 속할 가능성이 높았다. 또한 분류된 계층별 결과변수의 차이분석에서는 인적자원 운용 비중은 ‘우수’ 집단이 ‘보통’ 집단보다 높았고, 교수학습 활동지원 비중은 보통 집단이 제일 높고 다음으로 미흡 집단, 우수 집단 순서이다. 보건/급식/체육활동 비중에서는 ‘우수’ 집단이 ‘보통’ 집단보다 평균이 높았다. 이 연구는 지방교육재정 효율성의 대용변수인 청렴도 지수에 의해 분류된 잠재성장계층의 개수와 형태, 그리고 관련 요인들을 분석하고, 각 잠재성장계층별로 맞춤형 정책과 제안을 제시하였다.

영문 초록

The purpose of this study is to estimate the latent class of growth trajectories according to the Integrity Index for the efficiency of local education. In doing so, we employed growth mixture modeling using the 2014-2017 data from the ‘Alimi’ site. The predictor variables were a region, superintendent s political tendency, work promotion expense ratio, the ratio of budget carryover and residents participation budget and outcome variables were education cost per student and budget ratio according to educational policies. As a result, three classes were estimated, and each group was named top, middle, and lower class according to the patterns of growth trajectory. As significant predictors, it was found that liberal superintendent and higher the budget carryover were more inclined to ‘lower’ group than to the top or ‘middle’ group. For the mean difference in the outcome variables of classes, the ratio of human resource management was higher in top group than in middle group, and the ratio of teaching and learning activity support was highest in middle group. In the budget ratio of health, food, and physical activity, the top group was higher than the middle group. This study empirically analyzed the latent growth class and related factors to the local education financial efficiency and presented appropriate customized policy interventions and suggestions for each of the latent growth groups.
