국문 초록

과거 경제발전을 이끌었던 강원도 탄광지역은 국내 에너지 전환 정책의 흐름에 따라 쇠퇴의 길을 걷게 되었으나, 남겨진 탄광시설의 중요성과 의미에 대해서 재조명할 가치가 있다. 본 연구는 강원도 탄광 지역을 포스트 산업시대 산업문화 유산으로서 가지는 의미와 새로운 가치 창조의 관점에서 어떠하게 바라볼 것인지 정리하고, 지역이 가지고 있는 정체성을 일본의 사례를 들어 재구성 전략을 논의하는 것을 목적으로 한다. 이를 위해 강원도 탄광지역의 산업 유산과 사례를 일본과 비교하여 어떻게 다른지, 향후 나가야 할 방향에 대하여 논의하였다. 그 결과로 첫째, 강원도 탄광지역은 현재 지역이 가지고 있는 잠재 력과 가치는 충분히 있으나 이를 지역 차원에서 능동적으로 발굴하고 공론화 하는 노력은 부족한 것으로 나타났다. 둘째, 탄광의 기억과 형성된 역사적 경험, 남겨진 시설을 산업문화유산으로서 재조명하고 포스트 산업시대의 관점에서 재해석하여 가치를 높이기 위한 노력이 중요하다. 셋째, 일본의 선진사례를 국내에 적용하기 위해서는 특히 지역의 특성을 파악하는 것이 선행되어야 하고 거주민들의 성향파악과 함께 산업유산의 활용방안에 대하여 고민하는 것이 필요하다.

영문 초록

The coal mining area of Gangwon province has long suffered from decline of traditional industry. It has also failed in finding alternative vision and strategy on the use of industrial heritages. It is now worth re-examining the significance of the remaining coal mining facilities. The purpose of this study is to summarize the significance of coal mine area in Gangwon province as an industrial cultural heritage in the post industrial era and the perspective of new value creation. For this purpose, we compared the case with the experiences of Japan. As a result, we could figure out several implications. First, the coal mine area of Gangwon province has enough potential and historical value as one of the most precious industrial heritage of Korea. However, we need to re-imagine new ways for inventing those heritages in post industrial context. Second, it is important to reexamine the memories of coal mine. The historical experiences and the facilities that have been left over are waiting to be reborn as a places embracing new historical meaning. Third the case of Japan has to be seriously recognized as an important point of reference. Utilization and revitalization is not limited to simple remodeling or denial of the past. It is part of a serious social processes and need to be based on efforts of the people committed to revitalizing their histories.
