석유화학제품 생산업체의 에코효율성에 의한 탄소경영활동분석

국문 초록

본 연구는 우리나라에서 시행된 탄소배출 감축 정책 중에서 온실가스 배출량을 의무 보고하는 목표관리제의 효과에 관한 분석을 다루고자 한다. 구체적으로 이정책에 참여하는 석유화학제품 생산기업의 에코효율성(Eco-efficiency)을 평가하고, 이를 바탕으로 각 기업의 탄소경영활동에 관하여 분석하여 정책이 기업의 탄소경영활동에 영향을 미치는지 살펴본다. 분석을 위한 자료는 목표관리제가 시행되기 직전인 2011년부터 2016년까지 6개년동안의 자료를 사용하였고, 방법론으로는 DEA/Entropy 결합모형을 이용하였다. 본 연구의 결과는 다음과 같다. 첫째, DEA/Entropy 결합모형을 적용하기 위한 가중치를 계산한 결과, BCC-I 모형과 FDH-I모형은 가중치가 낮아 DEA/Entropy 결합 모형에 미치는 영향이 작은 것으로 나타났고, SBM-I 모형과 CCR-I 모형은 높은 가중치를 나타냈다. 둘째, 목표관리제가 에코효율성에 의한 기업의 탄소경영활동을 판단하는 지표로 활용될 수 있다고 판단되었다. 셋째, 목표관리제 시행 전후로 에코효율성의 순위변동이 큰 기업은 19개, 중간 변동은 21개, 그리고 낮은 변동은 21개로 나타났다. 탄소감축 정책인 목표관리제에 대한 학술적이고 이론적인 연구가 미흡한 상황에서, 본 연구에서는 목표관리제 성과에 대한 학술적이면서도 실무적인 관점을 통합하여 다루었다. 따라서 본 연구 결과는 정책 입안자와 기업의 실무자에게 실질적인 도움이 될 수 있다고 판단된다.

영문 초록

The purpose of this study is to analyze the effect of the target management systemwhich reports the obligatory reporting of greenhouse gas emissions among the carbon emission reduction policies implemented in Korea. We evaluate the eco-efficiency of petrochemical products enterprises participating in this policy, analyze the carbonmanagement activities of each company, and examine whether the policy affects the carbonmanagement activities of the company. The data for the analysis use for 6 years from2011 to 2016, and the DEA/Entropy combination model use as the methodology. The results of this research are as follows. First, we calculated the weights to apply the DEA/Entropy model. BCC-I and FDH-I models had low effects on the DEA/Entropy model with low weight, SBM-I and CCR_Imodels showed highweight. Second, it can be used as an indicator to judge a company s carbonmanagement activity by eco-efficiency. Third, there were 19 enterprises with large fluctuations in eco-efficiency, 21 enterprises with intermediate fluctuations, and 21 enterprises with low fluctuations before and after the implementation of the target management system. We deal with the academic and theoretical perspectives on the target management system. The results of this study can be of practical help for policymakers and practitioners of companies.
