국문 초록

기술적 대표성 논리에 입각하여, 한국 국회에서 청년세대의 과소 대표성이 우리 사회에서 청년 관련 정책이 잘 반영되지 않는 문제로 귀결된다는 우려가 존재하는데, 본 연구는 이러한 문제의식을 공유하여 청년할당제, 비례대표제 등 선거제도를 비롯하여 과연 어떠한 요인들이 의회 내 청년 대표성 증진에 유의미한 영향을 미치는지를 살펴 보고자 한다. 국제의회연맹(IPU) 회원국 가운데 총 127개 국가들을 대상으로 경험적 분석을 실시한 결과에 따르면 첫째, 선거제도의 비례성이 높을수록 의회에서 청년의 대표성이 확대되는 경향성이 존재하며, 둘째, 청년할당제 도입은 양(+)의 관계를 보여 주었으나 통계적으로 유의미하지 않은 것으로 나타났다. 마지막으로 국가의 부패 정도가 청년의원비율의 증감에 유의미한 영향을 미칠 수 있음을 확인하였다. 부정부패를 척결하거나 그 수준을 낮추어 공정한 정치적 풍토를 조성하는 노력은 청년 대표성의 증대 측면에서 바람직할 수 있다.

영문 초록

Understanding that the representation of youth in parliament is not well implemented due to underrepresented young generation in the Korean National Assembly, this study conducted empirical analysis on 127 IPU membership countries to see what factors, including the election system, such as the youth quota system and proportional representation system, have a significant effect on youth representation. The results of the analysis showed that the highly proportional electoral system was a more effective way to promote the representation of youth than other competition types of institutions. Second, the effect of the youth quota system showed a positive for all model, but it was not statistically significant at a typical level. Finally, it was confirmed that the level of the corruption could have a significant influence on the increase of the rate of youth in parliament. In addition to efforts to eliminate corruption or lower the level of corruption and to create a fair political climate may also be desirable in terms of increasing youth representation.
