국문 초록

1880년대, 한반도를 둘러싸고 발생한 거문도사건과 한러수호조약과 한러밀약은 조선책략적 以夷制夷의 역학구도를 해체시키는 파급력을 갖는 조치인 동시에, 동아시아판 그레이트 게임의 개시를 알리는 것이었다. 거문도 사건은 그 서막이었으며, 한국사 및 동아시아사적 사건인 동시에 세계사적인 사건이었다. 이미 1880년대의 조선문제는 지역적인 문제를 넘어, 영러의 그레이트게임下에서 국제적인 문제로 전환되고 있었다. 따라서 이 시기 한반도의 문호개방을 둘러싸고 전개된 국제관계는 재고찰의 대상이 된다. 본고는 1880년대의 한반도를 역사의 중심축으로 놓고, 한러관계의 구축과정을 거문도사건과 이홍장-라디젠스키협약(1886년의 텐진협약)과 관련하여 새로운 세계사적 시각에서 재고찰해 본 것이다. 러시아는 거문도사건이후 한러관계 및 극동정책을 전반적으로 재검토하였고, 그 단초가 된 것이 바로 이-라디겐스키 협약과 극동문제 특별회의였다. 텐진협약과 특별위원회의 구상은 그레이트 게임의 차원에서 보면, 러시아의 한반도에서 현재적 우위를 확보키 위한 지전략으로서 타당성이 있었다. 하지만 다른 한편, 일본의 외교, 군사적 행보와 연계하여 본다면, 한반도에서의 러·일의 공조는 물건너간 사안이었다. 왜냐하면 텐진협정으로 러청공조체제가 구축됨에 따라 일본의 한반도에서의 대청/대러 견제력이 상실되고 말았기 때문이었다. 따라서 러시아가 대한정책을 구상하고 있던 동시기에 일본은 생존적 자구책을 구상해야만 했다. 1890년 3월, 작성된 야마가타 아리모토의 외교정략론의 「주권선」, 「이익선」의 개념화가 바로 그것이었다. 이미 1888년 1월에 山縣의 대정부의견서에는 자국의 국방상의 주적을 러시아로 상정함으로써 내면적으로는 러시아와의 대결을 불가피한 것으로 생각하고 있었다. 코르프-지노비에프회담에서 한반도정책을 구안한 바로 이듬해인 1889년에 일본은 종래의 조선정책을 전면 수정하고 마침내 대러강경방침을 확정하기에 이르렀던 것이다.

영문 초록

In this paper, I was to reconsider the international relations of northeast asia in 1880’s by setting it in the context of the great game and the Russo-korean relations. Especially I was focused on the Port Hamilton Incident and the Tientsin agreement in 1886, so called Li Hungchang-Ladygensky joint agreement. The reason why is that Tientsin agreement was affected on the internal and external politics of korean court as well as the international relation surround korean peninsula. Aftermath the British occupation and withdrawal of Komundo(port Hamilton), Korean court has changed its foreign policy toward Russia. Before the Komundo Incident, Korea had taken a Russophobia. But Hereafter, the Russo-korean diplomatic relation has been become closely. Such a turning point was the Tientsin agreement in 1886. In view of new world-historical perspective, Russo-Korean commercial treaty and Russo-Korean secret treaty took place in 1884 around korean peninsular was the turning point of International relations in east asia. Its Impact has been broken out the balance of power on korean peninsular under the control of chinese Empire. in addition, It was to announced the opening of great game in east asia. for example, komundo incidents was not only its prelude but also was the world affair as well as east asian affair. Therefore Korean Affairs in 1880’s was already beyond local issues, and has been switched world historical affairs under the influence of the Great Game between Great Britain and Russia Empire. Therefore, These developments surrounding the open door of Korea was to be an good object to study east asia’s international relations in the early 1880’s. To do this, it was important to critically reflect on the historical background of the opening of korea at the end of the 19th century in the light of global perspective.
