국문 초록

제소국과 피소국의 거리가 반덤핑제소에 영향을 주는가? 본 연구는 제소국과 피소국의 거리가 (제소국의) 정치경제적 상황에 따라 반덤핑제소에 미치는 영향을 미국, 인도, 브라질을 대상으로 분석하였다. 이들 세 국가는 2007년부터 2015년까지 9년 동안 반덤핑제소를 가장 많이 한 국가들이다. 정치경제적 요인으로 산업별 관세율과 고용증감률을 사용하여 거리와 정치경제 요인들의 교호 항을 포함하여 실증분석(포아송과 음이항 회귀모형)하였다. 분석결과, 미국은 관세장벽이 낮거나 규모가 커지는 산업에서 반덤핑제소를 많이 하는 것으로 도출되었으나 거리와 정치경제적인 요인의 상호작용은 나타나지 않았다. 신흥경제국인 인도와 브라질의 경우 거리와 정치경제적인 요인의 상호 작용이 반덤핑제소에 영향을 주는 것으로 나타났다. 인도와 브라질에서 관세장벽이 높을수록 반덤핑제소를 많이 하는 것으로 나타났고, 이 경우 근접 국가에 제소를 많이 하는 결과로 도출되었다. 또한 브라질에서 산업의 규모가 커질수록 반덤핑제소를 많이 하는 결과를 도출하였고, 이 경우 근접 국가를 대상으로 반덤핑제소를 많이 하는 것으로 나타났다. 이처럼 거리와 정치경제적 요인의 상호작용은 반덤핑제소에 중요하게 영향을 미치는 것으로 분석되었으며 이러한 결과는 기업들이 수출전략을 수립하는데 고려되어야 한다.

영문 초록

This study investigates how the distance between filing and target countries and political economy variables (industry tariff rates and change of industry employment levels) in filing countries interacts with each other in determining the initiation of antidumping (AD) petitions. We focus on the top 3 most numerous filing countries (Brazil, India and the US) over the period from 2007 to 2015. Poisson and negative Binomial regression models are employed to test the interaction effects. In the case of the US, the lower industry tariff rates and the rising level of industry employment are more likely to increase the number of AD petitions. However, we have not found any significant interaction effects for the US. In case of Brazil and India, it is more likely to initiate AD petitions against nearby countries in an industry in which its tariff rate is high. In case of Brazil, it is more likely to initiate AD petitions against nearby countries in an industry where its employment level is rising. International firms should take consideration of the interaction effects when they employ exporting strategy.
