국문 초록

이 연구는 위협전이(threat transition)의 틀을 활용하여 태평양 전쟁이후 냉전의 형성기에 있어 동북아에서의 위협인식의 전환문제를 다룬다. 이론 부분에서는 기존 안보이론의 내용과 아시아적 함의를 세력균형, 세력전이, 위협균형의 논의를 중심으로 정리하고 동북아 안보 논의에 있어 위협전이에 대한 고려의 필요성을 제시한다. 사례 부분에서는 한국전쟁의 발발과 샌프란시스코 강화조약의 체결을 통해 이루어지는 위협전이의 과정을 살펴보고, 미국 외교정책결정자와 이승만의 위협인식에 대한 분석을 통 해 위협전이의 내용을 검토한다. 본 연구는 권력분포의 변화에 대한 논의를 중심으로 하는 세력균형론과 세력전이론, 그리고 위협의 균형을 통한 안정성을 예측하는 위협균형론의 한계를 지적하고, 위협의 전이를 통한 불안정성을 검토하는 위협전이의 틀을 통해 냉전 형성기의 동북아를 고찰하고 있다. 이 시기 동북아에서의 위협의 전이는 한국전쟁이라는 사건과 그를 통한 행위의 주체, 즉 정책결정 자의 위협의 투사를 통해 이루어졌으며, 이는 샌프란시스코 강화조약을 통해 제도화 되었다. 그러한 결과 동북아의 국제관계는 지역 국가들 사이의 포괄적인 협력체제가 아닌 미국과 소련을 포함한 남방삼각관계와 북방삼각관계라는 두 체제 사이의 대립적인 구도에 편입되었다. 남방삼각관계인 한미일 안보체제 또한 내부적으로 협력적이지 않은 모습을 표출하게 되는데, 이는 일본과 북한에 대한 미국 정책결정자와 이승만의 위협인식의 차이에 그 뿌리를 두고 있었다. 즉 미국의 인식이 완전한 친구로서의 일본이라는 이미지로의 전이를 보여주었던 반면, 이승만의 실용적인 태도를 보이면서도 잠재적인 적으로서의 일본이라는 인식을 계속 견지하고 있었기 때문이다. 이와 같은 위협인식의 복합성은 식민주의 역사에 대한 해석의 문제를 통해 현재까지도 동북아 안보의 불안정 요인으로 지속되고 있다고 할 수있다.

영문 초록

This study applies the framework of threat transition to the history of Northeast Asia after the Pacific War and during the early years of the Cold War, addressing how the perception of the source of threat in the region has been changed over time. The first section of this study discusses comparable security theories and their implications, specifically with respect to the balance and transition of power and the balance of threat in East Asia. The section concludes by raising the need to take into account a new theoretical framework, that is, the threat transition theory. The second section applies the threat transition theory to the case of the Korean War and the San Francisco Peace Treaty, and expounds the implications of the theory by analyzing the threat perceptions of American foreign policymakers and Korea’s founding president, Syngman Rhee. The balance of power, power transition, and balance of threat theories fail to provide an adequate framework through which one may understand the current security dilemmas in East Asia. Recognizing the shortcomings of these three mainstream theories, this paper proposes the frame of the threat transition instead, and applies it to the case of Northeast Asia in the early years of the Cold War. It was the Korean War that occasioned this threat transition in the minds of decision-makers involved. The transition of threat was then institutionalized in the form of the San Francisco Peace Treaty. The treaty, in turn, served to undermine regional stability in the long term by fostering an antagonistic structure of two compatible systems: the southern triangle and the northern triangle. In addition, the Korea?US?Japan security partnership, forming the southern triangle, has not been free of internal conflicts, mainly resulting from the difference between Washington and Seoul in terms of the threat perception. Whereas Washington has come to perceive Japan as a complete friend, Rhee, notwithstanding his practical attitude, still maintained the image of Japan as a historical and potential enemy. It is this discrepancy in the threat perception that continues to inform the conflicting interpretations of colonial history and thereby render security in Northeast Asia less than stable.
