국문 초록

최근 미세먼지, 유해물질 등의 환경오염, 화재, 지진, 신종 감염병 등 각종 자연 및 사회재난 등이 지속적으로 국민의 건강하고 안전한 생활을 위협하고 있다. 또한 과학기술적 혁신을 통해 국민생활문제 해결을 지향하는 혁신정책이 부상함에 따라 과학기술이 국민의 생활을 위한, 사회에 함께하는 과학기술로 변화하고 있다. 국민의 일상생활에 영향을 미치는 심각한 문제를 해결하기 위해서는 기존 연구자 중심의 R&D와 차별화하여 최종 수요자 중심 R&D로 연구개발전과정에서 수요자의 참여가 중요하게 되었다. 따라서 본 연구는 이러한 과학기술 혁신 정책변화에 대응하는 새로운 활동으로 국민생활문제 해결형 R&D 정책수립 및 기술기획을 지원하기 위해 일반국민과 전문가를 대상으로 국민생활 문제 R&D 인지도에 대해 비교 분석하였다. 또한 국민생활문제에 대한 ICT해결 중요성, 체감 도, 활용성 등도 비교 분석하여 수요자 관점에서의 국민생활문제의 우선순위를 파악할 수 있는 거시적인 연구결과를 제시하고자 한다.

영문 초록

Recently, various natural and social disasters such as fine dust, harmful substances, environmental pollution, fire, earthquake and new infectious diseases are threatening citizen’s health and safety. Science and technology are transforming into science and technology for the citizen’s life and society as the innovation policy that aims to solve the problem of the citizen’s life is raised through scientific and technological innovation. In order to solve the serious problems affecting citizen’s everyday life, participation of citizens in R&D has become important with R&D centered on R&D researchers and end －user－centered R&D differentiated from past R&D. Therefore, this study compares the perception of the citizen’s life problems with the general public and the experts in order to support the establishment of the R&D policy and the technology planning for solving the social problem as a new activity corresponding to the change of the science and technology innovation policy. In addition, I would like to suggest a macroeconomic study result that can identify the priority of the citizen’s life problem from the demander’s viewpoint by analyzing the importance of ICT solution to the citizen’s life, feeling of experience, and utilization.
