국문 초록

이 연구는 한국 사회 시민운동에서 지역 시민단체 활동가들이 경험하고 있는 활동 내용을 분석하여 지역 시민단체가 당면한 다양한 문제와 그 원인, 그에 대한 함의와 제언을 도출하는 것을 목적으로 한다. 시민단체에 대한 기존 연구들은 시민단체의 운동 방향과 그 지향성, 또는 사회·역사적 흐름에 따른 시민운동의 변화양상을 파악하는 것에 집중되어 있다. 많은 연구들이 시민운동의 주체이자 대상으로써 시민의 참여를 강조하지만, 시민운동의 적극적 주체로써 시민단체 활동가들을 다루는 연구는 매우 적다. 본 연구가 대상으로 하는 대전지역 시민단체 활동가들의 활동 경험에 대한 사례 연구는 이러한 공백을 메우기 위한 하나의 시도라고 할 수 있다. 본 연구는 심층면접과 근거이론을 통한 분석 방법을 활용하여 시민단체 활동가들의 경험 속에 자리하는 시민단체 내부의 문제를 분석하고, 이를 확장하여 현재 한국 사회에서 지역 시민단체가 당면한 문제를 다각도에서 바라보고자 하였다. 본 논문의 결과를 요약하면 다음과 같다. 첫째, 과다한 업무와 열악한 재정을 중심으로 발생하는 시민단체의 환경적 문제는 활동가에게 상당한 부담으로 작용하고 있으며, 시민단체 내부의 위계질서와 일방적 지침과 같은 문화적 문제는 활동가의 희생과 비용의 낭비를 초래한다. 둘째, 이러한 문제의 종합적 원인은 시민운동의 제도화로부터 찾을 수 있다. 시민운동의 제도화는 시민단체와 그 관계자들의 영향력을 강화하고 안정적인 운영을 하는 데 기여했으나, 조직 내부의 민주주의와 비판적 활동에는 부정적인 영향을 끼쳤다. 결론적으로 이 연구는 한국의 지역 시민운동과 단체를 이해하기 위해서 이를 둘러싼 사회적 구조와 제도적 조건들, 시민운동 참여자에 대한 다양한 구분과 접근이 필요하다는 것을 지적하고자 한다. 또한 시민운동 참여자의 경험 분석에서 드러난 문제들이 시민운동의 새로운 활로를 모색하는 데에 충분히 고려되어야 한다고 주장한다.

영문 초록

The purpose of this study is to analyze the activities of local NGO activists in the Korean Social Movement and to elucidate various problems faced by local NGOs, their implications, and suggestions. Existing studies on civic organizations are focused on identifying the direction of movement of civic organizations, their orientation, or the changes of civil movements according to socio-historical trends. Many studies emphasize citizen participation as the subject and object of the civil movement, but there are very few studies dealing with NGO activists as the active subject of the civil movement. A case study on the experiences of NGO activists in the Daejeon area covered by this study is an attempt to fill this gap. The purpose of this study is to analyze the internal problems of NGOs in the experience of NGO activists by using in-depth interviews and analysis methods based on grounded theory and to consider the problems faced by local NGOs. The results of this study are summarized as follows. First, the environmental problems of NGOs, which are centered on excessive work and poor finances, pose a considerable burden to activists. Second, these problems can be found in the institutionalization of the civil movement. The institutionalization of the civil movement has contributed to strengthening the influence of the civic organizations and their stakeholders and to the stable operation. But it has had a negative influence on the democracy and critical activities within the organization. In conclusion, this study points out that in order to understand the local civil movements and organizations in Korea, it is necessary to identify and approach the social structures and institutional conditions surrounding them, even the civil movement participants. In addition, it argues that the problems revealed in the analysis of the experiences of the NGOs participants should be fully considered in the search for a new way of civil movement.
