보건분야 국가연구개발사업의 성인지성 향상을 위한 외국정책 고찰 - 미국과 유럽연합의 사례

국문 초록

정부는 막대한 예산을 보건분야 국가연구개발사업에 투자해 오고 있으며 생명공학, 신약개발이 강조됨에 따라 이러한 경향은 지속될 것으로 보인다. 그러나 국가연구개발사업에 참여하는 연구인력의 성별 현황 및 형평성과 연구주제/대상/내용/결과에 대한 젠더적 관점의 평가는 거의 시행되고 있지 못하다. 사업이 보다 과학적이고 윤리적이고 형평성 있게 수행되기 위해서는 연구인력 및 연구자체에 대한 젠더적 관점이 필요하다. 본 연구는 이러한 문제 인식을 바탕으로 미국의 임상연구정책과 유럽연합의 보건분야 국가연구 개발사업의 성인지적 정책을 고찰하였다. 각 국이 강조점을 두고 있는 사향을 중점적으로 살펴보면서 한국 상황에 줄 수 있는 시사점을 찾아보기 위해 (l) 보건연구 분야에서 성인지적 정책이 시행된 계기와 과정, 정책의 기초가 된 법이나 지침, (2) 연구 및 임상 실험 사업에서 성 인지적 정책의 주관 조직, 주된 적용 대상 및 구체적 지침, (3) 성인지적 정책의 구체적인 성과를 중심으로 살펴보았으며, 특히, 연구사업 및 임상실험에 참여하는 연구진 및 연구결과가 여성 혹은 남성에게 주는 수혜의 측면을 검토하였다. 두 국가의 주요 정책 보고서들을 중점적으로 살펴본 결과, 각각의 역사 및 법적/정책적 강제성, 초점과 정도의 차이는 가지고 있으나 모두 성인지적 관점과 정책, 성별영향에 대한 평가와 제고, 이에 대한 일반적인 관심이 커지고 있는 것으로 나타났다. 이를 바탕으로 한국 상황의 개선을 위한 정책적 재언을 제시하였다.

영문 초록

So far, only a few studies have investigated Korean national research and development (R&D) projects in health areas from the gender-sensitive perspective. They reported problems of unbalanced gender participation and fund distribution, and they also pointed out that most national R&D projects have not considered gender seriously. Addressing this absence of gender in the Korean national R&D programs, this study examines gender-sensitive policies in the national health R&D projects of the United States and the European Union. We mainly focus on three aspects for our examination: (1) historical conditions and processes of the introduction of gender-sensitive policies, founding laws or principles, (2) contents of the policies such as organizations in charge, policy targets and concrete provisions, (3) outcomes of the policies. In particular, we pay attention to participations of researchers in research projects and clinical trials on the one hand, and gender effects of the R&D programs on the other hand. As a result of exploration of policy documents, we found that both countries have gender-sensitive perspectives and policies, gender-impact assessment systems and considerations, and increasing interests in mainstreaming gender issues in common although their policies vary in some characteristics, detailed legal obligations, focuses and ranges. Finally, we suggest some policy implications for improving the current Korean situation.
