영문 초록

Since 1960, Korea has heavily depended on its export and import in the U.S., Japan, and EC. However, Korean trade concentration to the U.S., Japan, and E.C. resulted in trade frictions, trade unbalance, and trade deficit. In order to resolve Korean trade dependence to few countries and increase Korean trade scale, Korea should enforce the diversification plicy of export-import markets toward northern countries(e.g., China, Russia, and East European countries) which are transforming their economies to a market system, and are expanding their trade volume with western countries. Thus, the purpose of this study is to analyze Korean trade diversification policy to northern countries and propose the strategy of trade expansion to northern countries. In this study, we examine the trade unbalance and trade dependence of Korea, describe the overseas opening policy and trade structure of northern countries, and discuss trade expansion of Korea to northern countries through economic cooperation and compensation trade. In this study, we found that the trade expansion of Korea toward northern countries increases Korean total trade volume and plays an important role for diversification of Korean export-import markets. The diversification policy of Korea toward northern countries and the open-door policy of northern countries resulted in new trading cooperation between two countries. That is, Korea can effectively enforce the diversification policy of its export-import markets, and northern countries can obtain and technology from Korea. Also, the expansion of economic cooperation between Korea and northern countries can create an interdependent specialization for mutual economic advantage. In this study, we found that the utilization of compensation trade between Korea and northern countries contributes to Korea trade expansion to northern countries. Although northern countries have transformed their economics to a free market economy through the induction of capital and technology from industrial countries, their trade regulations or trade systems are different from those of western countries. That is, most northern countries enforce a limited compensation trade for industrial modernization, the prevention of trade unbalance, and the acquisition of foreign currencies and consumption goods. In conclusion, Korea must effectively cope with a proposal of compensation trade from northern countries, and pursue the trade expansion to northern countries through a compensation trade for insurance of firm export markets and diversification of Korean export-import markets.
