영문 초록

The main purose of this paper is to induce and evaluate strategies on regional development. Those strategies have been carried out to correct the regional economic discrepancy that has been depeened through industrializing-processes in Korea since 1962. It is generally accepted that the industrializing-processes in the developing countries are taking place mainly in the large cities, while the other areas are not benefiting from the economic growth. In addition, it is generally the case the policy for regional development is subordinated to the policy for national economic development. This paper has studied the following problems: First, it finds out the factors for developing the regional economy which are included in the industrialization plan in this country. Second, this paper exams closely conflicting and complementing relations between plans for the regional and national development. Third, it analyses the “comprehensive national land development plan for 1972-1981” that is taking concrete strategies on the regional development. Fourth, this article analyses different theories of growth-pole, core-development and factor-analysis considering the effective strategies on the regional development. Finally, since 1972 this country has conducted economic policies for regional development. These policies include the followings: one for building industrial estates, one for enhancing investment for social overhead capital, one for developing tourism areas and the agricultural sector. On the basis of the contribution to the improvment of the regional industrial structure to the balanced development of the regional economy and to the elimination of the income discrepancy between the different regions, the economic policies for regional development in korea are evaluated. But the effectiveness of the above policies is not enough to improve the existing regional problems. Thus, more effective policies are desired in order to realize a balanced economic growth between different regions and a sustaining economic growth on the national level.
