국문 초록

연구목적: 기관 간 협력의 개념적 속성에 관한 이론적 논의를 적용하여, 한국의 국제개발사업에 참여해온 사업수행자들이 협력과 협력 파트너의 개념에 대해 어떻게 인식하고 어떠한 경험을 하는지 조사하는 것이다. 연구의 중요성: 국제개발 사업수행자들이 인식하고 경험하는 협력과 협력 파트너의 개념에 대한 탐구를 통하여, 협력과정을 효과적으로 관리할 수 있는 방안을 모색하고, 협력이 보다 실천적 차원에서 논의되고 실행되는데 기여할 수 있다. 연구방법론: 사업현장에서 국제개발사업을 직접 수행한 한국 NGO 소속 사업관리자 14명을 대상으로 심층면접조사를 수행하였다. 연구결과: 국제개발사업 관리자들은 협력을 유동적이고 과정적인 요소로 인식하고 있었고, 이론에서 제시하고 있는 협력의 다섯 가지 개념적 요소에 더하여 국제개발 분야의 독특성을 반영한 협력의 개념적 속성을 제시하고 있었다. 이들은 파트너들과 협력관계를 구축할 때 자신들이 기대하는 인식 상의 파트너와 현실에서 경험하는 파트너 사이에서의 괴리로 인해 갈등을 겪고 있었다. 결론 및 시사점: 국제개발사업의 수행 과정에서 형성되는 협력관계가 보다 효과적으로 작동하기 위하여 협력의 주요 개념적 속성을 중심으로 협력과정을 체계적으로 관리해야 하며, 협력과 협력 파트너의 개념에 대한 다양한 협력의 참여자들 간 인식의 차이로 인한 갈등을 줄이기 위해 협력의 기본적인 의미와 목적에 대한 논의를 활성화할 필요가 있다.

영문 초록

Purpose: The purpose of this study is to investigate how practitioners who have participated in international development projects understand and experience the meaning and concept of collaboration and collaborative partners by applying the theoretical framework of the conceptual attributes of the collaboration process. Originality: By exploring the concept of collaboration and collaborative partners as perceived and experienced by project managers, we can develop effective methods for managing the collaboration process. Methodology: In-depth interviews were conducted with 14 project managers affiliated with Korean development NGOs who were responsible for and had directly implemented international development projects in the field at the local level for over one year. Result: International development project managers recognized collaboration as a fluid and flexible process; several important conceptual attributes of collaboration, unique to international development, were extracted from their responses, in addition to the five conceptual attributes of collaboration included in the theoretical framework. In many instances, project managers seemed to struggle while maintaining their collaborative partnership due to the gap between their perceived concept of a partnership and what they actually experienced. Conclusion and Implication: Our findings show the importance of systematic management of project collaboration using the main conceptual attributes of collaboration, such as governance, autonomy, and norms, to make collaborative relationships more seamless and effective in the implementation of international development projects.
