영문 초록

The main problems of current higher education in China are as follows: small scale, poor quality and low efficiency. In order to solve these problems, higher education must be developed as an industry. With proper introduction of market system reform, the present higher education investment system, school-running system, and administration system will optimize higher education s resource disposal and endow higher education with vigor and life. This paper shows that modern higher education has industrial attributes. It is unacceptable to still regard it as pare welfare under current circumstance. Meanwhile, higher education has its particularities as an industry. It can not be simple be regarded as an industrial activity with economic significance or mentioned in the same breath with common profitable industry, which is totally decided by market. Based on the analysis of the present condition of our higher education, the paper holds that our higher education should develop as an industry, and this will have profound significance. Finally, it puts forward the strategies for the development of higher education industry, That is, to properly orientate governmental roles in the industrial development of higher education to make us of various channels in raising funds. Increase the utilization ration of educational resources; and to promote the development of non-governmental higher education greatly.
