영문 초록

Elected local executive officers become to be considered as a pivotal factor in regional development as their roles and rights are concentrated since the local autonomous government system was established. That is, the policy vision and morality of executive officers are having a direct and indirect impact on the regions that they represent. Frequency of corruption by elected local executive officers especially is consistently increasing as the settlement of local self governance. The study thus aims to analyze the types of corrupt conducts by local executive officers and explore the ways in which to solve the problems hereinafter. In order to achieve the research objectives, the author attempts to classifies the types of corruption as follows, and provide the suggestions accordingly. First, it is needed to implement the system that controls and keeps elected local executive officers of great political power in office in check in order to prevent the corrupt conducts relating to public authorization and permission works. Second, the functions of Contract Review Committee ought to be significantly strengthened to eradicate the corrupt conducts relating to government bidding and contract procedures undertaken by elected local executive officers. Third, the functions of Personnel Committee ought to be strengthened and its corresponding policy system ought to be supplemented in order to root out the corruptions on authority over human resources. Fourth, the abolition of current party nomination in local elections should be considered in order to eradicate the corrupt conducts relating to scandal on political money donations and embezzlement.
