영문 초록

This study examined the alternatives for the advancement of local autonomy and local decentralization in Park Geun-Hye administration from the viewpoint of gov3.0. As a governmental management philosophy, gov3.0 focuses on the overlapping and blurring of boundaries between producers and consumers in public service, and it also underlines the service on demand that consumers’ needs determine the types and contents of public service. Moreover, it pays attention not to the implementation of given goals, but to the setting of the right goals. Accordingly, Park administration should lay emphasis on national competitiveness and citizen happiness through local decentralization. It should also push forward the asymmetrical decentralization that the level of devolution is tightly linked to the capacity, acceptance, and performance of local governments. Next, central-local government should shape a good governance in enlargement of local decentralization and local self-government, and similarly, local government also should induce citizens to take part in the process of local decentralization. Additionally, Park administration should improve local financial responsibility in accordance with increased authority, thereby enhancing the soundness and transparency of local financial operation. Finally, it should try to focus on local self-reliance and capacity-building by the local-driven approach in reorganization of local government system.
