영문 초록

Since 1995 institutional apparatus of decentralization of government have done continuously, but the results was not significant except for Presidency of Rho Moo Hyun, who did devolution and decentralization of government function from central to local, for example, making the specialized decentralization law. According to Council of decentralization and devolution of government authority and function, they handed over devolution of central governments’ works from 2000 to 2008, but it is only small improvement and not connected with decentralization reform. The Council could not hand over comprehensive devolution of works and functions from central government to local government, because of budget and manpower problems. Furthermore former government of MB government switched direction from decentralization reform to efficiency of local government like reorganizing of local government administration, especially merge of local government administration unit, for example Dong to Dong, Shi to Goon. And in 2003 our government revised Social Work Law for building community welfare council and making community welfare plan in local government. It means people in community under the contexts that should participate in building and making process possibly. And it was also setting up network construction among the community service providers to aim for service integration in community levels. Actually it relates to make and rationalize service delivery system for community care. We have attempted community welfare office by 2005, and did assistant agent for welfare and hope in MB government, former government. And now we are focusing on hub of community care in local government. So my study are focusing on analyzing government experiments for service delivery system of social services totally by 2013 and I intend to suggest new direction for building service delivery system in community level. I am standing in institutional perspectives and organizational isomorphism for analyzing our service delivery system in community care.
