영문 초록

The purpose of this study is to analyze the transmission of national policies and to examine the actual conditions of popular control during the Pacific War through a study of Jokai, regular meeting of district residents Prime Minister Tojo Hideki strengthened the mobilization of the people as a means to facilitate the war efforts. So, the unification of the propulsion guidance of the national campaign became formally possible by leaving the guidance control of ward association, village association, and neighborhood associations to the Imperial Rule Assistance Association. Jokai enabled the people to recognize the conditions of war efforts and was used as a wheel to spread the national policy throughout the country. Furthermore, it played a supplementary role in administrative mechanism. The national campaign of the Pacific War Period was a national policy cooperation movement. It was consisted of the extensive mobilization of the mind movement, delivery, the work mobilization. It permeated daily lives and mobilized the energy for the war.
