국문 초록

이 연구는 미국 역사 상 가장 오랜 24년간 상원 원목으로 재직했던 프레데릭 브라운 해리스(Frederick Brown Harris, 1883~1970)의 한국관련 활동을 1차 사료들을 통해 다음과 같이 규명했다. 첫째, 1945 년 제2차 세계대전 종전 이전 해리스는 미국 국무부에 한국관련 호소 문을 제출하고, 트루먼 대통령에게 서한을 보내는 등 대한민국 임시정부 승인을 위해 노력함으로써 한국이 미국의 적국인 일본제국의 일부 처럼 취급되지 않도록 하는데 기여했다. 둘째, 1945년 해방이후 해리 스는 한국독립을 지원했다. 그는 미 국무부 빈센트 극동국장에게 신탁 통치 항의안을 보내 한국의 독립을 촉진하고자 했다. 아울러 코리아가 소련에 종속되어서는 안된다는 입장을 견지했다. 셋째, 6·25전쟁 기간과 전후 기간을 통해서 해리스는 한국을 지원하는 활동을 전개했다. 트루먼에게 한국에 대한 관심을 촉구했던 그의 활동은 트루먼의 신속한 파병결정이 이루어질 수 있었던 배경들 중 하나였다. 1956년 아이젠하워 특사로도 방한한 해리스는 한국의 전후복구와 대한원조를 위해 지속적으로 활동했다. 해리스는 정교분리의 원칙을 지키려고 노력하는 가운데 한미관계에 있어서 ‘그림자 대사’(a shadow ambassador)와 같은 비공식적 외교통로의 역할을 수행했다.

영문 초록

Uncovering new historical materials, this article aims to shed light on the Korea-related activities of Frederick Brown Harris(1883-1970) focusing on his relations with Syngman Rhee. These activities can be explained in three parts: (1) Harris’ submission of appeals to the U.S. Department of State regarding the Korean Provisional Government during his tenure as the Chairman of Korean-American Council and his attempt to introduce Syngman Rhee (commissioned leader of the Korean Commission of Korean Provisional Government) to President Truman; (2) Harris’ contributions toward the realization of Korean Independence by protesting against both the trusteeship plan and the expansion of Soviet Communism after the liberation of Korea from Japan in 1945; (3) Harris’ commitment for Korea contributed to the prompt decision of President Truman upon the Communist invasion of the Republic of Korea. His actitivites continued for the care of war-torn Korea and the American Aids to the ROK. He visited the ROK in 1956 as an emissary of President Eisenhower. While trying to keep the principle of the separation of church and state, Harris played an informal diplomatic role of ‘shadow ambassador’ between Korea and the U.S.
