국문 초록

이 논문은 김정일-김정은시대 선군정치의 정치경제동학을 통해 현재 북한 비핵화 및 경제발전 병진전략의 딜레마를 분석한다. 김정일 시대 선군정치는 핵실험과 경제위기로 인한 국내외 위기관리수단으로 출현하였다. 그리고 선군경제건설노선은 핵무력건설을 위한 경제복원에 있었다. 김정은은 선군사상과 핵보유국의 공식화를 통한 헌법 개정으로 선군정치를 계승했다. 이러한 선군정치는 핵·경제발전병진노선의 유인(誘引)에 있었다. 그리고 김정은의 ‘비핵화 전략’은 선군정치를 바탕으로 하는 핵·경제발전병진노선의 연장선상에 있다. 결국 김정일시대 선군정치는 핵무력건설을 위한 경제복원의 추동력이고, 김정은시대 선군정치는 핵무력완성을 바탕으로 하는 경제발전의 추동력이다. 이것은 <총대위에 평화가 있다>고 주장하는 김정일-김정은 체제의 정통성이다. 따라서 북한은 병진정책을 떠받치고 있는 선군정치의 헌법적 지위를 절대로 포기할 수 없을 것이다. 북한 선군정치에 대한 역사적 고찰과 올바른 이해는 북한 비핵화의 수단과 목표, 그 과정을 정확히 이해할 수 있는 근거를 제시한다. 결과적으로 북한식 비핵화선언이나 부분적인 비핵화추진 복안은 실질적인 비핵화가 아닌 기만용 전략이다. 또한 북핵 폐기가 없이 북한의 자체적인 경제발전 노선은 실패 할 것이다. 앞으로도 북한은 미국, 한국을 상대로 선언적 비핵화를 담보로 하는 종전선언, 유엔사 해체, 한미동맹 약화, 한국사회 국론 분열 등을 유도하려는 전술을 지속할 것이다.

영문 초록

This study analyzes the dilemma inherent in North Korea’s two-track strategy of denuclearization and economic development given the political and economic dynamics of military-first politics (MFP) in the Kim Jong-il and Kim Jong-un regime. In the Kim Jong-Il regime, the MFP emerged as a means of domestic and foreign crisis management following nuclear tests and economic crisis. The military-first economy construction line was carried out to restore the economy and establish nuclear armed forces. Kim Jong-un modified the MFP by constitutional amendment and formulation of the military-first ideology and nuclear power. North Korea’s MFP urged nuclear and economic development simultaneously on two-tracks. Kim Jong-un’s ‘Denuclearization Strategy’ is an extension of the nuclear-economic Byungjin (parallel) development based on the MFP. In the end, the MFP of the Kim Jong-Il regime was the driving force for the establishment of nuclear armed forces, and the MFP of the Kim Jong-un regime is the driving force of economic development after realization of nuclear armed forces. This provides legitimacy for the Kim Jong-Il and Kim Jong-un regime, which claims “there is peace through the gun.” Therefore, North Korea will never give up the constitutional status of the MFP that supports its two-track policy. North Korea’s declaration on denuclearization or partial denuclearization is a deceptive strategy, and it will not lead to genuine nuclear dismantlement. If North Korea does not dismantle its nuclear facilities, its economic reform measures will fail. North Korea will urge the US to declare an end of the Korean War, with the intent to make that the cornerstone of the effort to dissolve the United Nations Command, to weaken the Korea-US alliance, and to divide South Korean society.
