국문 초록

2018년 6월 13일에 실시된 한국의 제7대 전국동시지방선거에서 광주광역시장 후보자와 광주광역시 교육감 후보자들 및 정당들의 선거 공약을 분석한 결과, 그들은 일반적으로 한국에서 민주주의를 육성하기 위한 수단으로 정의될 수 있는 개념적 틀인 정치시스템에 대한 리터러시(문해력)가 부족한 것으로 나타났다. 유권자들에게 약속한 선거 공약은 도시 거버넌스와 공교육 문제와 관련하여 정치시스템에 관한 이해력의 측면에서 분석될 수 있다. 이러한 분석을 통한 결론들 중의 하나는 한국 정치 시스템의 발전을 담보하는 미래 지도자들에 대한 민주시민 교육을 보다 질적으로 강화해야 한다. 특히 정치시스템에 대한 리터러시를 향상시키기 위해 더 많은 노력을 할 필요가 있다.

영문 초록

I analyze unfamiliar aspects of the political system in the Korean local elections held on June 13, 2018. In particular, an analysis of the election promises made by the mayoral candidates of Gwangju Metropolitan City and superintendent candidates of the Gwangju Metropolitan Office of Education suggest that they lack political system literacy, a concept that is defined in general and as a means of cultivating democracy in South Korea. The election promises promised to the voters are analyzed in terms of political system literacy in relation to current issues in city governance and to problems in public education. One conclusion from this analysis is that better efforts must be made to educate the future leaders of the Korean political system from an early age to improve their political system literacy as the democratic citizenship education.
