원조경쟁과 DAC 공여국의 원조 배분

국문 초록

연구목적: 원조경쟁(donor competition)으로 인한 원조 효과성 저하에 대한 우려는 신흥 공여국의 부상과 함께 점점 증가하고 있으며, 이에 따라 공여국 간 원조조정(donor coordination)의 중요성도 강조되고 있다. 본 연구는 DAC 공여국의 원조 배분에 대한 양적 연구를 통해 공여국 간 원조조정이 실제로 얼마나 이루어지고 있는지 살펴보고자 하였다. 연구의 중요성: 그간의 선행연구들은 공여국들의 원조 배분이 어떻게 원조경쟁으로 이어 졌는지에 초점이 맞추어져 있던 반면, 본 연구는 원조경쟁이 원조조정을 강조하고 있는 전통공여국들의 원조 배분에 미치는 영향을 살펴보고 있다. 연구방법론: 이를 위해 먼저 수원국별 그리고 수원국 내 섹터별 원조 경쟁률을 도출하였 으며, 수원국 및 연도 고정 효과 다중회귀분석 모형을 이용하여 전반적 원조경쟁과 신흥 공여국에 의한 원조 경쟁이 DAC 공여국의 원조 배분에 미치는 영향을 분석하였다. 연구결과: 분석 결과, DAC 공여국들의 원조 배분 결정에 있어 원조경쟁의 수준이 큰 영향을 미치고 있지 않은 것으로 나타나, 국제사회에서 중요하게 논의되고 있는 원조경쟁에 대한 우려와 원조조정이 실제 공여국들의 행동 변화로 이어지지 않고 있음을 확인할 수있었다. 결론 및 시사점: 공여국의 증가뿐만 아니라 원조 자금의 다양화가 예상되어 가는 가운데 원조 효과성 제고를 위한 적극적 원조조정이 이루어지기 위해선 원조조정을 주요 평가 지침으로 포함하는 등의 정책적 재고가 필요할 것으로 보인다.

영문 초록

Objectives: With the increase of concerns over donor competition impairing aid effectiveness, especially with the emergence of non-traditional donors, donor coordination has been emphasized by the international society. With a quantitative analysis of the allocation behavior of DAC donors, this paper aims to examine the donor coordination efforts expected to be displayed by the traditional donors in response to the increasing donor competition. Originality: Apart from the previous researches that have paid attention on how aid allocation leads to donor competition, this paper looks into the effect of donor competition on the traditional DAC donors aid allocation behaviors. Methods: The study employs recipient and year fixed multi-regression model to investigate how donors change their aid allocation both in country and sector level in response to the general donor competition as well as the emerging donors driven competition. Results: The result of analysis conveys that the DAC donors are rather indifferent to donor competition in general, while the coordination effort is not as much exhibited as expected. Conclusions and Implications: As the increase of donors and diversified source of aid are anticipated, incorporating donor coordination as a major evaluation criteria can be considered as an initiative to encourage donors to take some real action.
