국문 초록

연구목적: 본 논문에서 저자는 유럽 선진 공여국 사례를 통하여 국제개발협력에서 평가의 효과 성에 대해 진단해 보고자 한다. 연구의 중요성: 본 논문의 문제 인식은 오늘날 원조 효과성 제고를 위해 국제개발협력 평가의 중요성이 그 어느 때보다도 강조되고 있음에도 불구하고 평가가 가지는 정책적 의미가 여전히 제한적이라는 데서 출발하였다. 연구방법론: 특히 본 논문에서는 국제개발협력 평가의 정책적 의미를 좀 더 심도 깊게 논의하기 위해 유럽 선진 공여국들 (독일, 노르웨이, 스웨덴, 네덜란드)의 평가 시스템을 살펴보았으며 이국가들의 원조를 담당하는 주요 정부 기관을 직접 현지 방문하여 수집한 심층 대면 인터뷰 자료를 기반으로 개발협력 평가의 정책적 의미와 그 한계를 분석했다. 연구결과: 본 연구의 주요 논지는 다음과 같다. 우선 저자는 국제개발협력 분야에서 종종 객관적 이고 엄밀한 평가가 이루어지고 있지 않은 현상을 ODA 시스템 차원 내에 존재하는 여러 딜레 마와 한계로 설명했다. 그리고 유럽 선진 공여국 사례를 중심으로 국제개발협력 평가가 실제 공여기관의 거시적 차원에서의 정책 변화에 미치는 의미가 제한적임을 보여주었으며 그 원인을 주로 공여국의 평가 시스템과 ODA를 둘러싼 공여국 내에서의 관료 정치의 특성으로 설명했다. 결론 및 시사점: 본 논문에서 저자는 국제개발협력에서 원조 효과성 제고를 위한 평가의 의미가 종종 제한적이라는 점을 밝히고 설명했으며 평가가 갖는 진정한 의미에 대한 고민의 필요성을 제기했다.

영문 초록

Objectives: This study questions policy implications of evaluation in the field of international development coopeation. Originality: Despite the rising reognition on the importance of evaluation, the author highlights the limitation of policy implications of ODA evaluation. In particular, this study focuses on the case of European advanced bilateral donors (including Germany, Norway, Sweden, and Netherlands). Methods: The author examined and compared their evaluation systems and discussed policy implications of evaluation reports in these donor agencies based on the interview data collected by face-to-face interview. Results: This study highlights that in many cases, a rigorous and objective evaluation is absent in the field of devlelopment cooperation due mainly to the existence of dilemma and limitation within the ODA system. In addition, based on the case of European donors, the author shows the limitation of evaluation reports in terms of brining actual policy change in macro level and highlighted the nature of bureaucratic politics within donor countries as a causal factor. Conclusions and Implications: This study concludes that the role of evaluation is often limited in terms of bringing actual change in aid policy and donor behavior suggesting a need to come up with a new approach in understanding the role of evaluation.
