국문 초록

2015 개정 교육과정은 문이과 통합과 창의·융합 교육을 목표로 개정되어 2017년부터 시행되고 있다. 국가 교육과정 수시 개정 체제에서 초등학교는 9년째 교육과정과 교과서가 바뀌고 있다. 본 연구는 교사들이 교육과정을 적극적으로 해석하여 적용해야 한다는 관점으로 2015 개정 교육과정과 초등 교육과정 문제점을 비판하고 정책 개선 방향을 탐색하였다. 2015 개정 교육과정은 총론에 핵심 역량을 제시하고 교과 교육과정체제를 개선하였지만 개념의 혼란이나 교과 특성 무시, 복잡한 체계 때문에 비판을 받고 있다. 초등 교육과정에서는 시수 확대 및 안전한 생활 신설, 소프트웨어 교육 강화 등 사회적 요구를 여과 없이 반영하고, 초등교육과정의 고질적 문제점은 해결하지 못하였다. 교육과정 개발 정책에서도 문제가 많은데, 앞으로는 지역 교육청, 학교, 교사의 역할을 확대하고 현장 중심으로 만들어가는 교육과정 정책으로 전환해야 할 것이다.

영문 초록

The 2015 Revised Curriculum was revised with the goal of integration of liberal arts and science and creative fusion education, and has been in operation since 2017. The elementary school has changed its curriculum and textbooks for nine years in the national curriculum occasional revision system. This study considers that teachers should actively interpret and apply the curriculum, and criticizes the problems of The 2015 Revised Curriculum and the elementary curriculum, and seeks the direction of policy improvement. Although The 2015 Revised Curriculum presented key competencies in the general and improved the curriculum framework, it is criticized because of the confusion of concepts or the ignorance of the characteristics of the subject and of its complex system. In the elementary curriculum, it reflected the social needs without filtering such as the expansion of class hours and new establishment of safe living and strengthening software education, and it did not solve the chronic problems of the elementary education curriculum. There are many problems in the curriculum development policy. From now on it will be necessary to expand the role of local education offices and schools and teachers, and to shift to curriculum policy that focuses on the field.
