Continuity and Changes of Occidentalism in Egypt : Before and After the Trump Presidency

국문 초록

지역적 경계를 넘나드는 글로벌 사회의 도래에도 불구하고 근대적 동양과 서양개념 구분은 ‘타자’를 규정하는 정치 어젠다로 여전히 유효하다. 이 연구는 기존 정당정치 엘리트에 대한 도전을 내세운 포퓰리스트적 기업가 트럼프의 미국 대통령 당선이 옥시덴탈리즘으로 개념화된 동양의 서양에 대한 이해와 이미지화에 영향을 미쳤을 것이라는 가정 하에 이집트 사례를 분석한다. 트럼프 대선후보 시기부터 당선 이후 최근까지(2016년 7월 19일~2017년 7월 31일) 이집트내 민족적, 중도, 자유주의적, 이슬람적 매체 담론을 오바마 정부 시기 담론과 비교할 때 트럼프대통령 당선과 트럼프 행정부의 대 중동 정책이 이집트 내 옥시덴탈리즘 담론에 어떤 영향을 미쳤는지 분석하였다. 연구 결과는 트럼프의 친이스라엘 입장, 무슬림에 대한 인종주의적 차별, 시리아와 러시아에 대한 태도, 이슬람 세계에 대한 위선적 친밀성 등 이슈에서 이집트의 서양에 대한 인식 변화를 나타낸다. 이집트 매체 담론에서서양은 사악하고 정의롭지 못하며 비도덕적인 것으로 이미지화되는 경향이 두드러지며 과거에 비해 트럼프 행정부를 ‘약한’ 정부로 인식한다. 또한 이집트에서 서양에 대한 태도를 결정하는 가장 중요한 이슈는 이스라엘-팔레스타인 분쟁을 팔레스타인 입장을 고려하는 방향으로 해결할 수 있는 해법을 제시할 수 있는지의 여부인 것으로 해석된다. 주목할 현상은 이집트 대통령 시시(Sisi)의 친트럼프 성향과 정부의 언론통제로 인해 다수의 이집트 주요 매체들이 트럼프와 대 중동정책에 대한 긍정적 견해를 보이고 있으나 통제에서 비교적 자유로운 언론들은 다른 입장을 보이고 있다는 점이다. 이처럼 정부의 언론통제가 담론형성에 미치는 영향, 즉을 정치적 요인-정부 성격 등-의 영향력을 확인됨에 따라 향후 옥시덴탈리즘비교연구에 정치적 요인이 주요 요인으로 고려되어야 할 것이다.

영문 초록

Although the division into concepts of “East” and “West” seems old-fashioned in a globalized world, modern discourses still use them to project political agendas in adjacency to the imagined “other.” The anti-establishment populist entrepreneur and elected president of the United States had a unique impact on the self-understanding and projection of the “West.” Focusing on the national, centric, liberal, and Islamic discourse, this article shows how Donald Trump affects the Occidentalist discourse of contemporary Egypt in comparison to the discourse under the Obama presidency. According to the results of our discourse analysis, Trump’s pro-Israel standing, racism against Muslims and dishonest-perceived rapprochement to the Muslim world as well as realpolitik toward Syria and Russia are fostering the images of those who imagine the West as evil, corrupt, and immoral, while uncoordinated actions and communications of the new U.S. government are pictured as weakness. The Egyptian government, however, controls the media, which is why discourses show asignificant, more positive sentimenttoward Trump and his policy compared to opinion polls or media not under government-control. In Egypt, the success in finding a solution to the Israel-Palestine conflict that clearly involves Palestine is and was most essential to the nature of Egyptian projections on the West. The president of Egypt, Sisi, who despite his harsh standing against the opposition, was embraced by Trump on several occasions, seems to lead a positive Occidentalist discourse to legitimize his government. Further study is necessary to better distinguish between government guided and ’Real‘ Occidentalist discourse in Egypt.
