영문 초록

Communities of Practice(CoPs) are a concept based on Situated Learning Theory, and mean group of people who voluntarily come together to share their knowledge and learn from each other. At Seongnam Cultural Foundation, they felt the necessity of developing cultural policy centered around the Seongnam citizen. Thus, they introduced the concept of CoPs and developed a policy to support implementing Sa-rang-bang Culture Club since 2006. Through 3 years of support for Communities of Practice in arts, they have confirmed that cultural democracy is possible by revitalizing voluntary arts of the citizen, by the citizen, and for the citizen. Also required was the development of governance in policy system to support the CoPs. I am hoping that the interest and research in arts management centered around the citizen would be further prompted and expanded through the case studies of Seongnam Cultural Foundation.
