영문 초록

Following the advent of “Military-first politics” as an official governing ideology in North Korea in 1998, the conception of “Military-first literature and arts” was appeared in the artistic circles around the end of 2000. Nowadays it can be said that one of the fundamental directions of the cultural and artistic policies of North Korea is to contribute to maintaining the socialist political system, and the other of those is to contribute to reforming herself and opening abroad to pursue an actual benefit. The means of the cultural and artistic policies to contribute to maintaining the socialist political system are to stick to the traditional themes, to stick to the past behavior patterns, and to emphasize the importance of national cultures and traditional arts. And the means to contribute to reforming herself and opening abroad to pursue an actual benefit are to criticize writers and artists severely and to require them to change themselves to the new way of thinking, to diversify the creative forms of artistic works, to become estranged from ideology and idolization, and to make its appearance of the conception of ‘efficiency’ in creating works and performances. In conclusion, North Korean policy in literature and arts shows nowadays two flows of being contrary to each other. one flow is that there is still strong trend to hold to traditional themes in North Korean literature and arts to stand against what is called the capitalistic ‘Yellow Wind’. But new flow caused by the new way of thinking suggested by Kim Jong Il, the supreme ruler of North Korea, is strengthened gradually in the literature and arts.
