국문 초록

2차 대전 이후 독일의 제 3세계에 대한 개발원조는 냉전의 연대를 유지하기 위한 시대적 의무로써 시작되었다. 금전적, 기술적 지원을 통해 2차대전 이후 식민지적 상태에서 독립한 가난하고 덜 발달한 제 3세계를 서구식의 근대화 방식대로 발전하게 한다는 목적이 지원 정책에 담겨있었다. 독일의 한국에 대한 지원에서도 이 목적은 마찬가지로 관철되었고 지원 과정에서는 독일 민간기구의 공조가 중요한 역할을 했다. 그 중 영향력 있는 기구였던 독일 가톨릭의 미제레오는 독일 정부의 정책과는 별도로 독립성을 가지고 한국에 대한 지원을 진행하였다. 경제적, 기술적 지원만이 아니고 개발의 효과를 극대화하기위한 사회적 지원 역시 진행되었다. 그리고 지 원의 내용은 한국 사회의 시대적 변화에 따라 다양했다. 빈곤의 문제에서사회적 불평등 해소의 문제, 소외된 이들의 이익을 한 지원에서 정치적민주화와 인권의 문제에 이르는 일련의 변화과정이 있었다. 그 변화는 독일의 개발원조 정책의 변화이기도 하지만 한국 사회의 변화과정을 반영한 것이었다. 결국 개발원조는 지원국과 지원 대상국의 이해관계를 서로 반영하면서 진행되었다.

영문 초록

After World War II, the German government’s development aid for the Third World countries started as a diplomatic measure to maintain the system of the Cold War. The development aid of the Western capitalist powers for the Third World was aimed at promoting Western-style modernization by providing financial and technical support to the poor and less developed recipient countries that had just liberated from the colonial rule after the Second World War. Germany s support for South Korea was also carried out for this purpose, and mutual cooperations among NGOs in Germany played an important role in the process of offering development aid. One of them was Misereor, an international development agency of the German Catholic Church. The support was not limited to economic and technical aid. The support for changing the social structure was a way of maximizing the effectiveness of development aid. For this reason, Misereor also provided support to resolve various problems in Korean society and to create institutions. And the contents of the support varied to the changes of Korean society. There has been a series of changes in the contents of support for social changes, from the solution of social inequality to the problem of alienated support for profit, to political democratization and to promotion of human rights. These changes were made not only in accordance with the German policy of development aid but also due to the changes and development in Korean society.
