유럽 난민문제와 독일 극우주의의 부활

국문 초록

이 논문은 2015년 이래 발생한 유럽 난민 문제의 현황과 1990년대에 난민문제가 야기한 극우주의의 경향을 통해 역사적 교훈을 환기시키는 것을 목표로 하고 있다. 유럽사회에서는 현재의 상황이 과거 다수의 이민자 유입과 이로 인한 내부 분열로 멸망했던 로마제국 말기와 유사하다는 우려가 적지 않다. 향후 난민문제에 대한 해법을 찾지 못할 경우 유럽연합 또한 내부 균열로 통합의 목적을 달성하지 못하고 종말을 고할 수 있다는 것이다. 아울러 서유럽으로의 대량난민 유입과 더불어 일어난 2015년 11월 파리테러, 2016년 3월 브뤼셀 테러, 2016년 7월 니스테러 등과 총기 난사 사건들로 인해 이제 유럽 지역의 그 어느 곳도 이제 더 이상 ‘안전지대가 아니다’라는 인식이 팽배하다. 유럽의 난민문제는 2016년 6월 영국의 유럽연합 탈퇴를 결정했던 국민투표인 소위 브렉시트(Brexit)의 가장 직접적인 동기였으며, 나아가 향후통합된 유럽의 미래에 클 걸림돌이 되고 있다. 그런데 정작 더 큰 문제는유럽 사회에 만연되어 있는 테러에 대한 복합적인 공포(Phobia)이며, 이러한분위기는 유럽 내 각국의 극우주의의(Rechtsextremismus)의 세력 확장에 가장 강력한 명분이 되고 있다는 점이다. 한편 그 동안 난민수용에 그나마 가장 관대했던 독일에서 또한 난민정서에급격한 변화가 일고 있으며, ‘테러에 대한 공포에서 반난민, 반이슬람이라는배타적 혐오’로 전이되고 있는 위험한 형국이다. 그런데 역사 상 독일은 나치시기에 이러한 사회적 공포가 또 다른 파국으로 전이된 상황을 경험했다. 독일의 재통일(Reunification) 이후 1990년대에 난민과 외국인 이민자 수가증가하자 독일에서는 극우주의의 세력이 크게 확장되었고, 이들의 폭력행위로 다수의 외국인들과 난민들이 희생되었다. 독일에서는 유사한 환경이 조성되면 독일 사회를 과거 불행했던 시기로돌리려는 시도가 감행될 수 있다는 것을 알려준다. 상이한 환경에도 불구하고과거 1990년대와 같은 반난민, 반이슬람, 반외국인 정서를 기반으로 하는새로운 형태의 극우주의의 망령이 다시 부활할 수 있는 것이다. 그리고그 망령은 독일 사회를 또 다시 파국으로 전이시킬 것이다. 독일은 과거에서 온 망령을 “인권과 평화”라는 확고한 신념으로 극복하고, 동일한 불행을 반복하지 않아야 할 역사적 책임을 짊어지고 있다.

영문 초록

This article points at the need for taking lessons from the past in the face of the current European migrant crisis arisen since 2015, thereby reminding of the rise of Rechtsextremismus (right-wing extremism) caused by the European migrant problem in the 1990s. European society considers the current European migrant problem as similar to the collapse of the Roman empire, as it was destroyed by an inflow of immigrants. Since the number of refugees coming to Europe increased, there have been various armed attacks against randomly chosen targets and terrorist assaults such as the Paris attack of November 2015, the 2016 Brussels bombing, the 2016 Niece lorry attack, etc. Many people believe there is no safe place left in Europe. The European migrant problem was the direct motivation for the British people to vote for the so-called Brexit, the United Kingdom s withdrawal from the European Union, which has become a huge obstacle to the future of the European Union. However, the biggest problem is a complicated phobia about terror prevailing in European society, and this atmosphere is a strong driving force behind the rise of Rechtsextremismus. In Germany, which has been tolerated by the refugees so far, the refugees mood has changed rapidly and it is a dangerous situation that might change from fear of terrorism” to the “intolerance of xenophobes and opponents of Islam . Historically, however, Germany experienced a situation in which the social horrors of National Socialism had entered another disaster: After the German reunification in the 1990s, when the number of refugees and foreigners grew, the force of the extreme right in German society increased, and many foreigners and refugees were killed by their violent acts. This historical experience suggests that in Germany a similar environment has just been created to bring German society into an unhappy period as seen in the past. Despite the different circumstances, anti-refugee, anti-Islam and anti-foreigner sentiment as observed in the 1990s can be revived in a new form. And the ghost of right-wing extremism will lead German society back into disaster. Germany has overthrown the ghost of the past with a firm conviction of human rights and peace and bears the historical responsibility not to repeat its misfortune and grief.
